Attending the Maneuver, there were Senior Colonel, Prof. Dr. Nguyen Dac Hoan, Vice President of the PPA; representative of the units under the Mobile Police Command (MPS) and the functional departments of the PPA. The Maneuver had the participation of 300 officers and students of the Reserve Special Force Regiment - the PPA.

The Maneuver at the PPA included two main parts: (1) Suppressing terrorists on airplane, rescuing hostages; (2) breaking up disorderly crowd who disturb the social security.
