2,174 accidents, 981 death, 1,284 wounded - these
are alarming figures about the number of railway traffic accidents happened in
Vietnam in 5 years (2011 - 10/2015) reported by Mr. Doan Duy Hoach, Deputy
General Director of the Vietnam Railway Corporation in the scientific
conference "Railway traffic accident in Vietnam - problems, causes and
preventive measures" on January 7th, 2016.
Attending the ceremony were Lieutenant General,
Prof. Dr. Nguyen Xuan Yem - President of the PPA; Mr. Khuat Viet Hung - Deputy
Chairman of the National Traffic Safety Committee; Mr. Vu Quang Khoi - Director
of the Vietnam Railways Cooperation; Mr. Dang Viet Ha - Deputy Director of the
Vietnam Register Agency; Mr.Nguyen Van Thach - Director of the Traffic Safety
Department, Ministry of Transport; Mr. Doan Duy Hoach- Deputy General Director
of the Vietnam Railway Corporation; Asian Professional Security Association;
JSC Bien Bac; representatives of the provincial Traffic Safety Board, the
Department of Transportation, Traffic Police Departments from 34 provinces and
cities where the railway across, representatives of the functional units of the
PPA.
The leaders co-chaired the
Conference
Vietnam Railways that the history of developing for more
than 100 years, is one of the types of large-volume, convenient and secure
transport. However, the situation of railway traffic order and safety currently
is very complex. Therefore, to keep the order and reduce the accidents that causes
the damages for people and property, the Government, the State and the relevant
management agencies from the central to local authorities have issued many
legal documents and instructions, offered many urgent measures to gradually
curb the violations and railway traffic accidents, contributing to the
socio-economic development, ensuring the security and defense.
Opening the Conference, Lieutenant-General, Prof.
Dr. Nguyen Xuan Yem - Party Secretary, President of the PPA emphasized that the
PPA in collaboration with the National Traffic Safety Committee organized
"Railway Traffic accidents in Vietnam - problems, causes and preventive
measures" with the aims that the results from the Conference would be used
as the important basis to help the National Traffic Safety Committee to consult
the Government to improve the situation of the Railway traffic order and safety
in the future. He required that the reports at the Conference should clarify
the status of railway traffic accidents, especially focusing on the measures to
prevent the railway traffic accident (Railway traffic vehicles, Traffic safety
at railway crossroads, traffic signal systems, information technology
applications, improve efficiency of railway accident investigation ...).

At the conference, the experts focused on discussing
the content relating to the practical situation, causes and solutions to
contribute to improving railway traffic safety, prevention of traffic accidents
in the future.
As reported by Mr. Doan Duy Hoach - Deputy General
Director of the Vietnam Railway Corporation, only up to October, 2015, the
traffic accidents on the railways in Vietnam increased at all 03 criteria: the
number of cases, the death toll and the number of injured. Although the
authorities have tried to implement many solutions but the traffic accidents
have still being complicated because the consciousness, the awareness of people
in traffic are not good, system of railway infrastructure are inadequate, many
railway passes through the areas with the rapid urbanization speed and run
parallel to the highway. Furthermore, the local authorities are also confused
in handling the violation relating to the railway safety corridor. In 2015, the
extent of damages caused by the railway traffic accidents have amounted to 50
billion VND.

contents of the Conference
Concluding at the Conference, Mr. Khuat Viet Hung -
Deputy Chairman of the National Traffic Safety Committee appreciated the
comments of the experts and confirmed that the positive comments would be
recorded and implemented soon in the future. He also hoped, the specialized agencies
would continue to research together to find the further effective measures,
particularly the scientific and technological applications to restrict and reduce
the railway accidents in the future.
