New contributions of the thesis:
1. The dissertation examines domestic and international studies related to the topic, thereby identifying gaps in both theoretical and practical aspects of promoting mass movements aimed at ensuring inland waterway traffic order and safety in accordance with the functions of the traffic police force. On that basis, the dissertation has developed, supplemented, and progressively refined the theoretical framework for fostering such public movements. In particular, the study establishes and elaborates definitions, characteristics, roles, political and legal foundations, requirements, contents, measures, task assignment and decentralization, leadership and direction work, as well as the coordination relationships of the traffic police force in building a public movement to ensure inland waterway traffic order and safety according to its assigned functions.
2. The dissertation has analyzed, and evaluated the current situation related to the development of mass movements for ensuring inland waterway traffic order and safety, in accordance with the functions of the traffic police force. This includes the status and characteristics of the inland waterway traffic system; the conditions and profiles of waterway vehicles and participants; the situation of inland waterway traffic order and safety from 2014 through December 2024. Concurrently, the dissertation assesses the actual state of mass mobilization efforts to ensure inland waterway traffic order and safety under the responsibilities of the traffic police during the same period. It identifies the achievements, as well as the limitations and shortcomings, and analyzes the underlying causes of those limitations in the development of mass movements aimed at securing inland waterway traffic order and safety in accordance with the designated functions of the traffic police force.
3. The dissertation also presents forecasts and analyzes both objective and subjective factors that influence the development of mass movements for ensuring inland waterway traffic order and safety, in accordance with the functions of the traffic police force. Based on these projections and impact assessments, the research proposes a comprehensive system of feasible, contextually appropriate, and highly practical solutions. These recommendations are designed to be applicable in real-world settings, with the goal of improving the effectiveness of mass mobilization efforts in promoting inland waterway traffic order and safety under the mandate of the traffic police in the coming period.
