Comprehensive and fundamental reforms in education and training have set specific requirements, mandates and for all higher education institutions as well as education in People's Police on improving the quality of teaching staff, education administrators, renewing training contents and methods, ensuring the quality of education, conducting quality appraisal and evaluation ... in which the deployment of high-quality training models, skills training, training in accordance with international standards are specific solutions, the leap approach to improve the quality of training in Institutions.
The formation process of high - quality bachelor training at the People's Police Academy
Training high-level cadres for Public Security forces in general, People’s Police forces in particular always receive the attention of the Party and State, committees and branches. After 48 years of construction and development, the People's Police Academy is one of the institutions for training high-quality police officers for the police, army, organs of the Home Affairs and police departments from Laos, Cambodia.
In different periods, stages of development, the Academy has always put forth the requirement of innovation, raising the quality of education and training in order to meet the training and fostering police officers with graduate and postgraduate levels to serve the fight against crime, preserve political security and social order and safety of the country. On October 2nd, 2001, the Minister of Public Security signed the Decision No. 696/2001/QD-BCA(X13) to transform the People’s Police University (under the General Department III - Ministry of Public Security) into the People's Police Academy directly under the Minister and the title “People’s Police University” is used as branch of the Academy. This is a milestone marking the transformation and development of the Academy in the new period of industrialization and modernization of the country, contributing to build revolutionary, regular, elite, and modern forces, meet the requirements of protecting the political security and preserve the social order and safety in new situation, worthy of high-quality training center of People's Police.
The transformation of the University into the Academy is the concern of the Party, the State and the Ministry of Public Security in the education of the force in general and the People’s Police in particular. This spirit was reflected in the Resolution of the Central Party Committee of Public Security on the task of police work in 2001, which identified: "Strengthening the work of building the Party, building the forces...; Concentrated breakthrough is the management of cadres...; Increasing investment on the work of political - ideological education and training of cadres.
Being aware of the importance in improving the quality of training of the Academy, worthy of its role and position as the leading training institution, scientific research center of the Ministry of Public Security, the Academy must actively increase all measures, comprehensive renovation to improve the quality of training in general and the task of training staff, talents for the People’s Police in particular.
In view of the above situation, in order to have concrete solutions and study experiences of universities in the whole country, selectively apply, and with the determination of the Directorate Board, Units’ Leaders, the efforts of the lecturers, on October 30th, 2002 the Education Board of the Academy has adopted the Resolution No. 214/T32 on “high-quality bachelor training”, deployed from the academic year 2002 - 2003 with 50 students selected from regular course D28.
Thus, it can be seen that the model of high-quality bachelor training for the first time held in the Public Security schools, which has been launched in the academic year 2002 - 2003 opened the way with new thinking, contributing significantly to improve the quality of education, training and development orientation of the Academy later.
The training process and some results achieved in the organization of high - quality bachelor training
From the academic year 2002 - 2003, at the PPA regular training began with a high-quality bachelor's degree course in accordance with the Resolution of Education Board. The class consists of 51 students recruited from D28, specialized in Crime Investigation (now Crime penetrating social order and safety Investigation).
In order to deploy and well organize the high - quality bachelor training in accordance with the purpose of Resolution No. 214 / T32, the Academy has prepared and focused investment to create all conditions: The training program, training contents, training methods, lecturers, equipment for teaching and learning, and a number of specific treatment policies for trainees ... In the pilot year of high-quality bachelor class, the overall result showed that 70.6% (36/51 students) were good, 29.4% (15/51 students) were average, no Medium and Weak, 2 students were selected to study abroad. This result compares to the other classes, the proportion of students who are good, average and no average is higher than others. This is the signal and the initial results are very positive.
From the first high - quality bachelor's degree course applied for the D28, there has been 12 high-quality classes, including 8 bachelor's degree courses in Fixed - curriculum system, in which 07 classes have graduated, 01 class is currently practicing at the local units; 4 credit courses from D36 to D39 are in the process of training. All high-quality classes are trained in Crime Investigation (now Crime penetrating social order and safety Investigation). According to statistics of the academic results of classes from 2002 - 2003 academic year, the number of students with good and excellent grades is quite high in the whole course, particularly good rate increase in the final years of the course. In the first two years of study, students with average grades usually account for about 20% - 30%. From the third year, regular students begin to study specializations. This is the period in which students are aware and find the right learning method, which determines the motivation and purpose of studying so that students are always conscious and strive to achieve high results in learning, training and research.
Through the statistics on the training results and the emulation rankings of students in the last 12 years, it shows that students of high-quality bachelor's training have a strong sense of discipline, seriously observe all rules and regulations on training and management of the Ministry, III General Department and the Academy. Annual results of individuals and collectives of are excellent, good grades, which making up over 95%. In particular, in the past 12 years, there have been no cases of students in high - quality class that violate discipline and are dealt with in the form of reprehensibility.
The results achieved in the organization of high-quality bachelor training of the Academy are remarkable and should be replicated. This is also a concrete demonstration for the correct policy of the Academy when implementing this training model and need to be maintained and developed at higher levels and requirements in the coming time.
Solutions to improve high-quality bachelor training in the coming time at the People’s Police Academy
It can be affirmed that high-quality bachelor training is a necessary and indispensable solution of institutions to carry out the task of training high-level human resources and fostering talents for the country as well as a positive, important way to improve efficiency, practically, save the cost of training. Therefore, to the PPA, strengthening, renovating and improving the quality of this training model, it is necessary to focus on the following issues:
First, on the basis of summing up 12 years of high - quality bachelor training, referring to domestic universities and closely following the undertakings and regulations of the Ministry of Education and Training, the Academy need to study and elaborate specific regulations on high-quality training programs attached to the criteria of the Ministry of Education and Training according to specific contents:
- The objectives of the training program for students after graduating are professional qualifications and professional ethics; able to think independently, creatively and proactively in solving practical career problems and adapting to changes in the working environment; proficient in using informatics tools; have a minimum level of English proficiency equivalent to B2 level in the Common European Framework of Reference.
- Program and method of training: Applying credit system, applying modern teaching methods, improving soft skills training, teamwork skills, presentation skills, the use of modern equipment and specialized software to address the complex content; particularly pay attention to the realization of specific goals in higher education: Developing the quality and self-learning capacity, enriching the knowledge and creativity of learners instead of providing knowledge passively, which not promotes the initiative of learners.
- Class capacity: Teaching theory for no more than 50 students per class; Discussing for no more than 25 students per class; Practicing for no more than 15 students per class; Practicing in the laboratory for no more than 5 students per group.
- Lecturers involved in teaching this program must have a master's degree or above, and lecturers of the basic and specialized subject must have a doctorate degree or being professors/ Associate professors of the right branch; Have teaching experience related to the high - quality training for 5 years or more; Have modern teaching methods; Good at using modern facilities for teaching.
- In terms of tuition fees: The Academy is a public school and belongs to the armed forces which are fully funded by the State so that they do not have to pay tuition fees. However, to meet the right and sufficient objectives and requirements for high quality training. It is necessary to have a mechanism to collect funding for education and training support. The Academy need to study the draft for additional funding on the basis of correctness, full cost of training; publicize the whole course fee before each enrollment; During the collection of support funds, take into account the reduction policy for students who are good but have difficult situation.
Second, along with researching and developing high-quality training programs, the Academy also needs to develop a specific implementation plan that defines the time and route to achieve the expectations, purpose of training high quality programs, in order to meet the requirements of the Ministry of Education and Training, integrate into the international; Ensuring teaching staff, facilities, textbooks, learning materials, management organization and especially the specific assignment to the teaching units, functional departments in performing assigned tasks.
Third, in addition to providing high-quality bachelor training in the field of crime investigation, the Academy should study extensively for other strong majors from advanced training programs of the world, associated with Security Science and Social Order and Safety such as Forensic Science; Criminal Procedure Code, Criminal Justice... to meet the requirements of the crime prevention and fight in the new situation.
Fourth, the Academy should report to the Ministry of Public Security about the model of high - quality bachelor training, based on which the Ministry of Public Security should have specific provisions on the legality of high quality training programs, policies for lecturers and students after graduation. In addition, the Academy should coordinate with the Local police units to disseminate this model of training. So that when using graduated students the local units have to pay attention to greatly prove the level of trainees.
