International cooperation for the goal of enhancing education quality

In the field of international cooperation, the PPA is a founding member of the ASEAN members of police educating collaboration (ASEANAPOL), an official member of International Police Academy (INTERPA), one of the active members of the International Police Executive Symposium (IPES); the Academy has established and cooperated regularly with training institutions in many countries around the world, it is the first educating institution of Public Security force to organize the international postgraduate education with foreign partners. The Academy is also a pioneer in campaining official development assistance (ODA) and implementing some ODA projects effectively for the purpose of building and developing it own.

Thanks to the contribution of foreign affairs and international cooperation for these achievements that the PPA has achieved. Attaining the goal of building the academy into a national key education and training institution, to become a high quality and prestigious human resource education centre not only for Vietnam's Public Security force but also for the police force in the region and in the world as Prime Minister Nguyen Tan Dung spoke at the PPA’s ceremony of being awarded the title “Hero of the Armed forces”. In order to show initiative in implementing the project to become the Key University of the Public Security force in 2015 and of the country before 2020, in recent years, the foreign affairs and international cooperation of the People's Police Academy has been positively contributing to improve the quality of education. The followings are some key contents that the Party Committee and the Board of Directors have directed and will continue to direct the international cooperation in the field of education of the PPA to be more and more effectively:

Firstly, international cooperation contributes to improving the capacity of the academy's lecturers and faculties, enhancing the reputation of the academy in the region and in the world.

Through the exchanges of delegations, exchanges of students, academic exchanges in international forums, many faculties and lecturers of the PPA have cultivated necessary professional knowledge and skills to become experts, rapports in their field of expertise and they have been appreciated highly by international friends.

Up to now, the PPA has many faculties and lecturers who are able to participate in international research groups, have ability of presentation and lecturing in English for national and international courses. Typically in these activities, they are units such as the Criminal Investigation Police Department, the Economic Police Department, the Crime Research and Criminal Investigation Centre...

Simultaneously, in recent times, with the policy of expanding international cooperation, consulting and selecting great international experiences, the Academy has intensified to send faculties and lecturers to join the delegations in many countries and territories with a purpose to enhancing international exchanges, exchanging and gaining experiences of foreign partners, studying and establishing external relations under the common policies of the force and the Academy. According to incomplete statistics, only from 2009 to now, the PPA has sent more than 600 faculties, lecturers and students to work and study abroad. This activity also contributes to enhancing knowledge, understandings and experiences in the field of international cooperation for the faculties and lecturers of the Academy.

In the past few years, through the implementation the policy of the Party and the State on international cooperation in all fields, the PPA has gradually affirmed its position as a national Key Police Education Institution by being an official member of the International Police Academy, founding member with active works in Police Education Collaboration (ASEANAPOL), regularly participating in International Police Executive Symposium (IPES) and INTERPOL’s Police Educating Symposium. Through this, the PPA has created many exchanges of experience with international partners and has recorded many encouraging achievements.

Secondly, international cooperation contributes to improving the quality and efficiency of education and training of the Academy.

Along side with the capacity improvement for faculties and lecturers of the academy, the education and training has been renewed and intensified step by step in accordance with the international education standards. Beside, contents and programs are regularly updated and consistent with the development and background of the region and the world.

For educating contents related to majors such as the anti hi-tech crime police; anti economic crime police; anti drug crime police; English Major Police,... They regularly invite international experts from relevant international organizations and law enforcement agencies from developed countries such as The UK, Australia, The United States, France... to give presentations, lectures for courses, seminars and leadership courses which is organized by the PPA.

Simultaneously, through these cooperative relationships, the academy has regularly organized many conferences, workshops, seminars with the participation of international rapports and lecturers, faculties, students to contribute to enhancing and updating information and practical experiences all over the world for the academy.

Bilateral relations with the police education institutions of other countries have also been strongly implemented by the PPA. Typically, the cooperations with the Thailand Royal Police Academy and the National Police University of South Korea by superior delegation exchange, exchange of undergraduate students and short-term seminars,... have contributed to the improvement of awareness, learning motivation and expansion of international exchange for the students of the academy.

To improve the quality and efficiency of education and training, the PPA has been implementing many cooperative programs with international partners. Typically, they are the  cooperative program with the US Embassy in English Major education, jointly organizing training courses on interrogation techniques, the relationship between lawyers and investigators, preventing and combating terrorist crime, trafficking crime...; the program with the British Embassy to develop a set of teaching materials on preventing money laundering crime, supporting education in preventing hi-tech crime major, the program  with the French Embassy in educating French and supporting some activities in the framework of the project of preventing fake pharmaceuticals, the program with the Danish Institute for Human Rights and the one with the Norwegian Police, the University of Oslo to provide education in Investigation Police Major of human rights; and many other collaborative programs have been implemented.

Another typical cooperative program of the Academy is the first Master's degree education program together with the University of Maryland, USA - a prestigious state university in the system of US higher education, especially in the field of criminal justice. After the completion of Course I, the Course II has now implemented with the expansion of education subjects in the home affairs. This can be seen as one of the typical international collaborative education activities of  People’s Police force.

Thirdly, international cooperation contributes to the modernization of facilities, the technology transmission and the intensification of equipments for training, and learning and teaching facilities.

It can be said that the People's Police Academy is a leading unit in the attraction, receipt and effective use of official development assistance (ODA) from potential international partners. Through these external activities and international cooperation, the academy has approached, attracted and implemented many important technical cooperative projects, which have contributed to intensifying the capacity of faculties and lecturers by training, exchanging experiences and transmitting technologies. And they have also contributed to the improvement of material facilities and equipments for the education and training of the PPA.

The Traffic Police Training Project, which is sponsored by the Japan International Cooperation Agency (JICA) and has an investment of more than  3 millions dollars from non-refundable ODA of the Janpanese Government to Vietnam, is one of the typical project. This project had been implemented from 2010 to 2012, which contributed to intensifying the capacity of managerial and teaching faculties in Traffic Police Major; it supported the establishment of the Traffic Safety Research Centre at the PPA; sponsored a large number of teaching equipments and facilities (such as automobiles, specialized motorcycles, alcohol measuring equipment, monitoring equipment, specialized classrooms, office equipment ...); taught special driving skills, operational skills, utilization of specialized equipment and more.

Another underway important project is the one to build an E-Library at the People's Police Academy, which is sponsored by the Korea International Cooperation Agency (KOICA) with a budget of nearly 3 millions dollars from the non-refundable ODA of Korean Government to Vietnam. The project, which will run from 2014 to 2016, will greatly enhance the facilities for the storage, management and exploitation of the academy's library and academic documentation systems, especially apply the IT in this field. At the same time, the project will contribute to intensifying capacity, technology transmittion on e-library to the faculties of the Academy, support to train managerial facuties and specialized faculties on the library work of the PPA.

Moreover, many other cooperative programs and projects have also been contributing to the enhancement of education capacity, scientific research such as the provision of equipment for data collection and analysis for educating anti high-tech crime major (British Embassy); supporting of interrogation training equipment (Norwegian Police); supporting to educate drug crime prevention online (UNODC) ...

It can be affirmed that the process of integration and international cooperation of the People's Police Academy has been playing an important role in improving the quality of education and training. Recently, the Central Public Security’s Party Committee has promulgated the Resolution No.17-NQ/ĐUCA,  28/10/2014 about fundamental comprehensive renewal on education and training in the Public Security force with one of the important solutions, which is defined as "Integrating initiatively, improving the quality and efficiency of international cooperation in education and training. To consolidate, strengthen the  cooperation with traditional international partners, and expand relations with new partners. To actively attract and take advantage of international assistance for training and scientific research...". This also affirms the important role of international cooperation in the process of constructing and developing the Academy, especially towards the goal of making the People's Police Academy become a Key University Education Institution before the year of 2020.
