With the approval of Ministry of Public Security, “The 2nd Regional Conference on the role of women in the Police Force” - co-hosted by Hanns Seidel Foundation - Germany and Department of Foreign Relations and People’s Police Academy (PPA) - Ministry of Public Security, took place at Pullman Hanoi Hotel on March 6th 2019.
In the Opening Ceremony, there was the presentation of Major General, Assoc.Prof.Dr. Dang Xuan Khang - Vice President of the PPA; Col. Nguyen Nhu Cong – representative of Department of Foreign Relations, Ministry of Public Security; Mr. Wolfgang Manig, representative of Germany Embassy in Hanoi; representatives of Hanns Seidel Foundation and ASEAN policewomen.
In the past, police were considered as a “male job”. Until the late of 19th century and the beginning of 20th century, women officially joined the Police Force. Until now, policewomen have played an important role and become a significant part of the Police Force in the world in general, and in the Southeast Asia countries and Vietnam in particular.
With these reasons, Department of Foreign Relations – Ministry of Public Security, PPA cooperated with Hanns Seidel Foundation to organize the 2nd Regional Conference on the role of women in the Police Force. There were more than 60 policewomen from Cambodia, Indonesia, Myanmar, Malaysia, Philippines, Thailand, Vietnam and Bavaria State - Germany attending the Conference.

At the Opening Ceremony, Maj.Gen. Assoc.Prof.Dr. Dang Xuan Khang, Vice President of PPA mentioned: Although there is only 15% women in police force, however, policewomen has played an important role on the crime combating and preventing as well as social order ensuring in Vietnam. Policewomen in ASEAN countries in general and in Vietnam in particular are showing their outstanding responsibilities such as proposing for the ASEANAPOL Conference held in Hanoi in May 2018, etc.
Mr. Dang Xuan Khang also had a brief introduction about the long-term relationship between PPA and Hanns Seidel Foundation by attending many valuable conferences, training workshops about the transnational crime combating and preventing, and enhancing the police’s skills, especially, the 1st Regional Conference on the role of women in the police force in Thailand.
According to Mr. Khang, the 2nd Regional Conference on the role of women in the police force is an essential forum - providing an opportunity for policewomen to share their experiences, knowledge; discuss about the threats and opportunities of women in police force; and also exchange information about the training program on enhancing police capacity in Southeast Asia.

Mr. Wolfgang Manig - representative of Germany Embassy in Hanoi also stated that the modern police organization system need the presentation of women. Women are the link between the citizen and the Government. Policewomen also are able to well implement the tasks of ensuring social order, improving the system of police force. To achieve these targets, we need to have more female leaders in the police force. Therefore, he also agreed with the Mr. Vice President’s idea that the Conference is very useful and practical in the context of integration and globalization.
The 2nd Regional Conference on the role of women in the police force takes place in 02 days from March 6th-7th 2019. The delegation will participate the Celebration of Anniversary of International Women’s Day on Friday, March 8th, 2019 at PPA.
