Upon the approval of the Ministry of Public Security, from November 10 to 16, 2025, the People’s Police Academy (PPA) sent a delegation of officers and students to participate in the Police Academy Student Festival in Asia (PASFA) and the International Undergraduate Conference on Policing (IUCP), hosted by the Indonesian National Police Academy. The events was organized for members of the Association of Police Training Institutions in Asia (APTA).

Overview of the IUCP 2025 Competition
In the Final Round of the IUCP held on November 12, 2025, the PPA team — consisting of Hoàng Mạnh Cường (B11D48) and Nguyễn Quang Huy (B11D48) — presented their research project titled: “Over-policing and Under-policing Dynamics in Misidentification of Human Trafficking Victims in Southeast Asia’s Scam Centers: Case Study in Vietnam.” (The Vietnamese title: Bất cân đối trong thực thi pháp luật dẫn đến xác định sai nạn nhân mua bán người tại các cơ sở lừa đảo ở Đông Nam Á: Nghiên cứu trường hợp tại Việt Nam).

Presentation by the PPA Team
The 2025 IUCP attracted more than 25 teams from police training institutions across Asia. Only seven outstanding teams advanced to the Final Round, including: 1 team from the Indonesian National Police Academy, 2 teams from the Korean National Police University, 1 team from the Philippine National Police Academy, 1 team from the Royal Thai Police Academy, and 2 teams from Vietnam’s Ministry of Public Security: the People’s Police Academy (PPA) and the People’s Police University (PPU).

In the final round, the PPA team demonstrated strong professionalism, deep academic understanding, and confident presentation skills, earning high praise from the international judging panel.
As a result, the Indonesian National Police Academy won First Prize, the Philippine National Police Academy won Second Prize, and the People’s Police Academy (Vietnam) proudly received the Third Prize.

Final Round Teams of IUCP 2025
This marks the seventh time that the PPA has participated in the IUCP competition. So far, the PPA’s teams have achieved remarkable results — two First Prizes (2019, 2020), two Second Prizes (2017, 2018), and two Third Prizes (2023, 2025). These consistent achievements over the years clearly demonstrate the quality of education, scientific research capacity, and international integration spirit of the People’s Police Academy — a core training institution of Vietnam’s People’s Police force in the era of innovation and global integration.
