New contributions of the thesis:

1. The dissertation is the first scientific work in Vietnam to systematically study, from the perspective of the science of state management of security and order, the implementation of State regimes for inmates in prisons under the Ministry of Public Security. The dissertation develops a system of scientific arguments concerning the concepts, characteristics, principles, contents, measures, leadership and direction, and coordination relations in the implementation of State regimes for inmates, thereby contributing to supplementing, developing and enriching the theoretical system of the Public Security sector, while also serving the requirement of improving the effectiveness of criminal judgment execution in the new situation.

2. The dissertation conducts an objective and accurate survey and assessment of the actual implementation of State regimes for inmates in prisons under the Ministry of Public Security. On that basis, it provides practical documents and data; identifies the advantages, achieved results, limitations, shortcomings, and the causes of such limitations and shortcomings in the implementation of State regimes for inmates in prisons under the Ministry of Public Security.

3. The dissertation forecasts factors affecting and influencing the implementation of State regimes for inmates in prisons under the Ministry of Public Security, and at the same time develops a feasible system of solutions to improve the effectiveness of implementing State regimes for inmates in prisons under the Ministry of Public Security in the coming time.
