New contributions of the thesis:

1. This dissertation is the first doctoral-level study to conduct an in-depth, comprehensive, and systematic examination of theoretical issues related to basic investigation activities in the field of biodiversity under the functions of the People’s Police Force. The research findings contribute to supplementing and developing theoretical foundations for basic investigation activities in the biodiversity field under the functions of the People’s Police Force, including: the concepts and characteristics of the biodiversity field; the concepts and characteristics of crimes and legal violations in the biodiversity field; the concepts and characteristics of basic investigation activities in the biodiversity field under the functions of the People’s Police Force; as well as the contents, methods, assignment, decentralization, and coordination mechanisms in conducting basic investigation activities in the biodiversity field.

2. The dissertation synthesizes, analyzes, and clarifies the current state of biodiversity, the situation of crimes and legal violations in the biodiversity field, and the reality of basic investigation activities in the biodiversity field conducted by the People’s Police Force during the period from 2014 to 6/2026. It clearly identifies the achieved results, existing limitations and shortcomings, as well as the causes of those limitations and shortcomings.

3. The dissertation provides forecasts of several new issues related to basic investigation activities in the biodiversity field under the functions of the People’s Police Force. Based on the combination of theoretical foundations and surveyed practical realities, it proposes a number of solutions aimed at improving the effectiveness of basic investigation activities in the biodiversity field under the functions of the People’s Police Force in the coming period.
