1. The dissertation is an in-depth, comprehensive, and systematic research project on both theoretical and practical aspects of managing and educating detainees at compulsory education establishments under the Ministry of Public Security.

2. The dissertation develops a fundamental theoretical framework on the management and education of detainees at compulsory education establishments, including: the concept and characteristics of detainees in compulsory education establishments; the concept and characteristics of detainee management and education; the legal basis and guiding principles; the content, forms, and measures of detainee management and education; and the leadership, direction, assignment of responsibilities, and coordination mechanisms in managing and educating detainees at these establishments.

3. The dissertation investigates, analyzes, and accurately assesses the situation related to the management and education of detainees at compulsory education establishments, including: the geographical characteristics and locations of these establishments; the characteristics of detainees under the Ministry of Public Security such as trends, structure, gender, age groups, occupations, educational levels, nature and severity of violations, criminal records; the duration of compulsory education decisions; and the conditions of physical infrastructure, equipment, and managerial tools. These empirical findings serve as a practical basis for evaluating the current state of detainee management and education at compulsory education establishments under the Ministry of Public Security.

4. The dissertation conducts an accurate assessment of the current practice of managing and educating detainees at compulsory education establishments under the Ministry of Public Security, focusing on: personnel and file management; management according to zones, groups, and teams; application of managerial measures; organization of civic education, legal education, labor activities, vocational orientation and training; and the use of diverse educational methods and approaches. Based on these findings, the dissertation identifies and analyzes the strengths, limitations, shortcomings, and underlying causes in the management and education of detainees. This serves as the basis for proposing solutions aimed at improving the effectiveness of detainee management and education at compulsory education establishments under the Ministry of Public Security.

5. Based on the theoretical and practical findings related to the management and education of detainees at compulsory education establishments—both in Vietnam and in selected countries around the world—the dissertation provides forecasts and identifies key factors influencing the management and education of detainees. It also proposes solutions to enhance the effectiveness of detainee management and education within the implementation of the administrative handling measure of placement in compulsory education establishments. The research findings contribute to enriching and improving both the theoretical foundation and practical application of detainee management and education at compulsory education establishments.
