Appling systems thinking and Malik management systems to develop the PPA into a national focused university status
Overview of the Conference

At the conference, there were Senior Lieutenant General, Assoc. Prof. Dr. Nguyen Van Thanh, Member of the Party Central Committee, Vice Minister of Public Security; Senior Colonel, Prof. Dr. Tran Minh Huong, President of the PPA; Dr. Constantin Malik, Director of Global Relations and Development, Malik Institute; representatives of the police training institutions, the departments of the MPS and in some northern provinces; international delegates from Australia, UK…

The organization of the International Scientific Conference will be a supportive factor for the PPA to approach more theoretical issues about systems thinking; to raise the awareness of systems thinking; to apply into practical work of building human resources and solving problems relating to security and social order; and most importantly, to develop the Academy into a national focused university status. The Conference also enhances the cooperation relationship with domestic and international partners.

Attending the Conference, Senior Lieutenant General, Assoc. Prof. Dr. Nguyen Van Thanh showed his interest in creating positive changes for sustainable development systems in practice. At the Conference, he presented an overview of systems thinking, challenges of the Industrial Revolution 4.0 for the police training institutions. The Vice Minister consequently referred the participants to the requirements for education and training in the Public Security, the application of systems thinking into administration.

“We can not solve our problems with the same thinking we used when creating them”, said Albert Einstein. Sharing the genius scientist’s point of view, the Vice Minister mentioned: “systems thinking provides people with thinking methods, specific language, a set of tools that can be used in the thorniest problems in work and life; how to identify leverage point in the system, to use the smallest force but get the greatest efficiency”.

Dr. Constantin Malik, Director Global Relations and Development, Malik Institute, introduced an overview of systems thinking, Malik Management systems and the effectiveness of this. According to Dr. Constantin Malik, Malik Management is the result of over 40 years of research and extensive application, the fundamental positions of the system, customer value and social responsibility. Malik's solutions emphasize the cross-linking of intelligence, creativity, expertise and experience of all people involved, to establish the innovative environment. In fact, systems thinking has been studied and applied in many specific areas such as building vision and strategy, postgraduate training programs, handling cyber security issues... in Japan, Australia, America.

Senior Colonel, Prof. Dr. Tran Minh Huong, President of the People’s Police Academy affirmed the significance of the research and application of systems thinking in the process of developing the PPA into the key higher education institution, achieving national standards.

Based on systems thinking, the Academy has identified 4 mainstays: (1) E-PPA, (2) Information technology and connectivities, (3) Smart lecture hall, (4) E-Library. These mainstays are considered to have positive impacts on the PPA’s system of education, training, scientific research, lecturers and students. Systems thinking will create an effective connection between the above factors; build a scientific mechanism for operation. The E-PPA is believed to be the first model of smart university in the system of police training institutions, applying systems thinking in leadership and administration on the principle of: "Synchronize the data, link the resources and share in time".

The Conference has also received many enthusiastic and valuable presentations and ideas from Vietnamese and foreign scientists. This event is also an important basis for the Ministry of Public Security to consider the application of Malik management system and systems thinking into developing the PPA to become a national focused university status.
