Opening the ceremony, Major, Dr. Nguyen Minh Hien - Director of Center for Research and Criminology Crime Investigation presented the report, in which emphasized the mass propaganda and mobilization in drug related crime prevention faced inadequacies. Therefore, the Conference was organized to clarify the theoretical and practical issues in necessary requirements of innovating and improving the efficiency of measures to fight against the drug-related crimes in the whole country in general and the northwest provinces in particular.

The Center for Research and Criminology Investigation has received more than 50 articles of the scientists, investigators who has been in charge of protecting national security, maintaining social order and safety, directly including the drug-related crime prevention.

At the Conference, the leading scientists of the people's police force presented a full and comprehensive speeches on the position, role and methodologies of conducting the mass propaganda. The police officers directly involving in combating the drug-related crime had the opportunity to share, exchange their experiences and collect the practical lessons from others in the battle against the drug-related crime in the Northwest provinces.

All comments directly in the Conference and in the scientific reports clarified the various aspects to meet the requirement of innovating the mass mobilization in the drug-related crime prevention, namely:

- Review the current status of crime and drug abuse, results of the fight as well as the mass mobilization of preventing the crime and drug-related evils of the Public Security force and the authorities at all levels in the northwest province during last time; results of propaganda on drug prevention in northwest province.

- Detect the advantages and shortcomings and their causes, difficulties and limitations in the mass propaganda and mobilization in the struggle to prevent and combat the drug-related crimes. In particular, the delegates shared these specific difficulties in the propaganda of the anti-drug in the northwestern provinces such as professional level of the propaganda forces; difficulty in economy and geographical-resident conditions, budget and equipment to serve the propaganda.

- The lessons of each locality in innovating and improving the efficiency of anti-drug propaganda, especially in the implementation of models, advanced examples of mass mobilization in drug-related crime prevention of the Public Security force and all levels.

- Provide the recommendations, proposals for innovating and improving the efficiency of mass propaganda and mobilization in the struggle to prevent the drug-related crimes not only in the Northwest provinces but also in the whole country.

- Contribute to clarifying the current theoretical issues in mass propaganda and mobilization in the struggle to prevent and combat the drug-related crimes. From there, using as the valuable studying material at the PPA, as well as scientific materials for applying to preventing crime and drug evil.
