Preventing and participating in solving "hot spot" of People’s Police force - Theoretical and practical issues

Many disputes and lawsuits involving large numbers of people related to clearance compensation, religious and ethnic issues and other issues have not been resolved timely and absolutely. It leads to the formation of complex "hot spots" for security and order. According to the statistics of the General Department of Security and General Department of Police - Ministry of Public Security, from 1998 to 2008, there were 165 "hot spots" which have caused many damages, including 57 deaths, 545 injuries, property damage estimated at 5.747.664 billion VND. Especially, this situation has reduced people's trust in the Party, the State, ruining the traditional cultural values of nation and adversely affecting the security and order. Therefore, to overcome causes of disputes and lawsuits without generating "hot spot", and solving "hot spots" that has occurred is an important activity. It contributes to managing on social order and safety as well as preventing and fighting against crimes of the People's Public Security force.

Preventing "hot spot" and participating in solving "hot spot" that has occurred is the task of the entire Party and people in which the People's Public Security force plays a pivotal role. Over the past years, the People's Public Security force has great effort in preventing "hot spots" and participating in solving "hot spots" that has occurred. These activities have achieved great results to restrain the arising of disputes and lawsuits which lead to the formation of "hot spots". At the same time participating in solving "hot spots" that has happened to contribute to maintenance of security and order, serving effectively for the socio-economic development of nation. However, the reality of conflicts and disputes is still complicated. There is potential danger of arising as a "hot spot". Meanwhile, the activities of the People's Police force in preventing "hot spots" and participating in solving "hot spots" that has occurred is also revealing certain shortcomings such as the basic investigation in the area is limited, the advising activities for the Party committees and authorities are not deep and opportune, the coordination between internal and external forces is not regular, synchronous… However, this issue hasn’t been researched deeply in theory and practice, so Ministry of Public Security, General Department of Police and police forces in local areas are interested in researching for opportune solutions to improve the effect on this activity.

Wishing to supplement and gradually improve the theory and practice of preventing and participating in solving “hot spot” of the People's Police force, the People’s Public Security Publishing House released the book: "Preventing and participating in solving “hot spot" of the People's Police force - Theoretical and practical issues" by Dr. Vu Xuan Truong - Senior Lieutenant, Deputy Director of Department, People's Police Academy. The book introduces systematically about the theoretical and practical issues of preventing and participating in solving "hot spot" of the People's Police force, directions and solutions to improve the effect in the coming time. This is the first monograph which is comprehensively and deeply researched on this issue. The book is very valuable to serve the teaching and research in People's Public Security Schools and to provide practical guidance to the People's Police force for preventing and participating in solving "hot spot". Due to different reasons, the process of implementing the book is inevitably limited to certain shortcomings. We hope to receive the comments of readers.
