Being aware of the issue, The Secretaries of Central Party Committee, The National Assembly, the Government, Ministries and Departments have promulgated Resolutions, Instruction, Circulars and Decisions and other legal normative documents to re-establish the discipline and step by step stabilize traffic order and safety nationwide. However, in the condition that traffic infrastructure is underdeveloped, the management of traffic order and safety still has many inadequacies, leading to traffic disorder, significantly affecting to the industrialization and modernization of the country.

5 Municipalities have the most remarkably economic growth rate in the country. In recent years, as a key force in the state management on road traffic order and safety, the traffic police have intensified the specialized implementation and active measures in coordination with other departments, contributing to ensure traffic - social order and safety. However, there are hidden complications, traffic accidents have been controlled but the severity is increasing; The violation of road traffic law is increasingly popular; Although the number of traffic jams has decreased, the risk of congestion has increased; In particular, the crime on the transport routes is likely to increase in number of cases and dangerous to society.

With the assistance of the National Traffic Safety Committee, the People's Committees of Municipalities (Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Can Tho) and the Department of Traffic Police on Roads and Rails; Under the direction of Lieutenant General, Prof, Dr. Nguyen Xuan Yem - President of the People's Police Academy, Center for Traffic Safety Research has concentrated on studying and compiling the book: "Traffic order and safety in five Municipalities, realities and solutions in the period of 2011-2013”.

The content of the book is divided into three parts:

Part I: Characteristics relating to traffic order and safety in five Municipalities.

Part II: The situation of traffic order and safety and the work of ensuring traffic order and safety in five Municipalities.

Part III: Forecasting the situation and solutions to ensure traffic order and safety in five Municipalities.

The book has generally outlined the most basic issues of traffic order and safety in five cities, such as population, socio-economic situation, transport infrastructure, especially traffic jams, traffic accidents, traffic safety and order violations, state management on traffic order and safety in branches, particularly the command and control of Traffic Police Force’s keeping order. On that basis, the research has drawn on the advantages and disadvantages, reasons of which and measures to ensure traffic order and safety in five Municipalities.
