In the early beginning of the school year 2014-2015, the Party Committee, Directorate of the PPA has directed the Center for Scientific Information & Academic Materials to build and deploy the Project for Development of Police Professional Library until 2020; at the same time, issued the Decision on the establishment of Steering Committee of Project and assigning tasks to members of the Steering Committee of Project; Decision on the establishment of subcommittees to collect and contribute the materials for the Police Professional Library of the PPA. This is the important Project of the PPA in the roadmap to become the key training institution of the Public Security force in 2015 and of the Nation in 2020. The Project to be built in order to concretize the guidance points of the Directorate of the PPA on building Police Profession Library to become one of the leading libraries of Public Security force with 100.000 materials titles; to improve the effectiveness of management, use and exploitation of academy information for the readers by applying technology and to create the powerful changes in collecting materials for the developmental requirements of the library in the future.

Only in the last months of 2014, since the Project started to be implemented, the activity of collecting materials of the subcommittees achieved the remarkable results; more than 1000 materials titles were collected and handed over to the library. Some subcommittees got the high results compared to the defined targets such as: Subcommittee of Basic Professional Faculty collected 595 titles, equal to 97.5% target; Subcommittee of Foreign languages collected more than 500 materials, equal to 50% target; Subcommittee of Research Centre for Traffic Safety handed over 200 titles, accounted for 32.8% target; Subcommittee of Armed Police Department collected 200 titles, equal to 33% target, etc.

At the Conference, the representatives of subcommittees assessed overview of the advantages and difficulties in the process of collecting materials and made several recommendations to improve the effectiveness of this activity in the coming time. The subcommittees confirmed: the building and development of the Police Professional Library was the critical requirement to serve the education and training of the PPA, particularly on the route becoming the key training institution of the Public Security force in 2015.

Although in the process of collecting materials, the subcommittees received the direction of the units’ leaders inside and outside the PPA, they also actively exchanged, cooperated to meet the defined target; however, the work of collecting materials has still met certain difficulties such as limited time, limited expense, limited resources at some new units, etc. On this basis, they proposed the Directorate of the PPA as well as Steering Committee of Project to redistribute the criteria to match the functions, tasks and characteristics of each subcommittee; set the specific regulation of payment; learn the experience at the famous libraries at home and abroad, etc.

Overview of the Conference

Speaking at the Conference, Lieutenant General, Prof.Dr. Nguyen Xuan Yem, President of the PPA, Head of the Steering Committee of Project appreciated the efforts of the subcommittees in the work of collecting materials; praised the Center for Scientific Information & Academic Materials for advising the Directorate of the Academy to build the Project. He confirmed that  to meet the target of 100.000 materials titles in 2018, the socialization of collecting materials inside and outside the PPA was the prerequisite and foremost solution, every officers, teachers, employees and students of the PPA need to be aware of their responsibilities and obligations towards the development of the Library.

To ensure the long-term and sustainable development of the Library, the Directorate of the PPA emphasized that the training of officers was the important task; the officers working at the library need to improve not only the library profession but also police profession and build the friendly behaviors and communication ways with the readers. Furthermore, the renovation of publishing and printing materials; application of technology in the work of library and information science, etc were also the Directorate of the PPA mentioned to contribute to enhance the position of the library in the coming time.
