As for the PPA was Colonel, Assoc.Prof.Dr. Nguyen Thien Phu, Vice President of the Academy; Colonel, Dr. Nguyen Hoang Minh, Head of the Anti- environment Related Crime Faculty, the leaders of the functional departments within the Academy.

At the ceremony, Major General Nguyen Xuan Ly, Director of the Anti – Environment Related Crime Department praised the active spirit of cooperation in support for training the officers, maintaining the social order and safety in general and the fight against the environmental crimes and the violation of environmental laws in particular. As for the statement of Colonel Nguyen Duy Ngoc, Deputy Director of Hanoi Public Security Department, he also reiterated that the coordinating relations between the two units shown the good solidarity tradition in the Public Security force in general, as well as the effective and long-lasting cooperation between the PPA and Hanoi Public Security Department in particular.

The signing ceremony helped the officers, lecturers and students of the Anti- Environment Related Crime Facultyto be more aware of the importance of the relationship between the teaching activities and fighting tasks, contributing to connecting between the theory and practices to ensure that the PPA would supplement the human resources that had enough the necessary professional skills to protect the national security and maintain the social order and safety.

According to the content of the MOU, the Anti-Environment Related Crime Faculty would coordinate with PC49 in holding the further-training courses and organizing the professional skill competition for the anti- environment related crime police force in Hanoi, supporting for the PC49 in the professional preliminary and summarizing programs, the scientific research projects, solving the problems related to the researching activities of police offices. As for the PC49, they would create the favorable conditions for lecturers and students of the Anti-Environment Related Crime Faculty to practice and collect the data, documents and apply the results of scientific research to the fighting reality; enable the lecturers to participate in real activities in the field; supply the officers to give lecturers and give the practical reports; guide the PPA’s students in research activities and scientific projects; cooperate  to organize the specialized scientific workshops.

Speaking at the ceremony, Colonel, Assco.Prof.Dr. Nguyen Thien Phu, Vice President of the PPA trusted that the two units would have the specific plans to implement the contents of MOU in order to improve the quality of training at the PPA as well as strengthen the capacities of fighting against the environmental crime in Hanoi.
