In order to analyze, evaluate and create
the master solutions, then recommend and propose the Government and the
authorities in reducing traffic accidents on
Highway1A, under the consent of the leadership of the Ministry of Public
Security, on November 28th, 2014, the PPA in cooperation with the National
Traffic Safety Committee, Road General Department, General Department of Police
for Administrative Management on Social Order and Safety, the World Health
Organization in Vietnam (WHO) and the Global Road Safety Partnership (GRSP)
held the scientific Conference “Situation of traffic accident on Highway 1A -
Reality and solutions to minimize”.
The Conference was held under the
co-chairmanship of Dr. Khuat Viet Hung, Vice Chairman of National Traffic
Safety Committee and Major General, Prof.Dr Nguyen Van Nhat, Vice President of
the PPA. Attending the Conference were Lieutenant General, Dr. Le Quy Vuong,
Deputy Minister of Public Security, Deputy Chairman of National Traffic Safety
Committee; Lieutenant General, Assoc.Prof.Dr. Le Van De, Deputy Director General
of Building-up Force; Mr. Nguyen Trong Thai, Chief of Office of National
Traffic Safety Committee. As for the international organizations and
non-governmental agencies were Representative of JICA in Vietnam; Office of WHO
in Vietnam; GRSP in Vietnam; Asia Professional Security Association - Bien Bac
Joint Stock Company. As for the PPA were Major General, Dr. Dang Xuan Khang, Vice
President of the Academy; leaders of functional units; officers, lecturers and
students the PPA.

In recent years, the situation of
traffic accident on Highway 1A has been curbed, the number of traffic accidents
on Highway 1A tends to decrease in comparison with the same period last year, the
awareness of implementing traffic laws of people has been raising. However, in
fact, the potential risk of accidents and traffic congestion on Highway 1A is
still high, especially in some densely populated areas such as Thanh Hoa
province, Nghe An province, Ha Tinh province, Phu Yen province, etc. On the
other hand, the implementation of solutions to reduce traffic accidents is
difficult and its efficiency is not high. To deal with these difficulties, the Conference
was held with the coordination of national agencies, organizations and scientists,
managers, particularly the Office of National Traffic Safety Committee, WHO in
Vietnam, GRSP in Vietnam.

Speaking at the Conference, Lieutenant
General, Dr. Le Quy Vuong highly appreciated the PPA in cooperation with the
Office of National Traffic Safety Committee, Road General Department, General
Department of Police for Administrative Management on Social Order and Safety,
WHO in Vietnam, GRSP in Vietnam to organize the Conference and confirmed that
this science activity was very practical, brought the valuable experience in
the term of theory and practice. Also, he addressed 5 factors that affected the
traffic safety such as: human in traffic, people who enforce the official
duties on traffic safety, vehicles in traffic, infrastructure, traffic
organization and system of traffic laws; from that, he proposed the measures to
reduce traffic accidents. Lieutenant General Le Quy Vuong hoped that by
analyzing and evaluating practice, the Conference would create the master
solutions and recommend the Government and the authorities in reducing traffic
accidents on Highway 1A.

At the Conference, the participants
clarified the issues: Causes, characteristics and forecast the road traffic
accident on Highway 1A; Maintenance of road infrastructure; Administrative management
on road transportation activities on Highway 1A; Prevention, investigation and
handling of traffic accidents; International experience and applying ability to
reduce road traffic accidents in Vietnam, etc. The participants pointed out the
most pressing issues to propose the immediate and long-term measures,
especially the propagation and dissemination of knowledge for people in traffic
- the biggest factors affecting traffic safety.

At the end of Conference, Major General,
Prof.Dr Nguyen Van Nhat summed up the opinions of the participants, the value
scientific foundations, thereby gave the proposals the Government and the
authorities; he wished in the coming time, the delegates, scientists, managers of
the Academies, Universities, Institutes, Department of Transportation and Traffic
Safety Committee, the Public Security Departments of provinces would cooperate
more closely with the PPA in scientific research on ensuring ensure traffic
safety and order of the country.
