Firstly, on behalf of the Party and State leaders, as the Prime Minister, I would like to express a warmly greeting to all the international guests, the distinguished delegates, the generals and generations of staffs, teachers and students at the PPA. On the 50^th anniversary of the PPA’s foundation, I wish you good health, happiness and success, my congratulations to the PPA for being awarded the honorable Title of Hero of the People’s Armed Forces during the American war.

The PPA, formerly The People’s Police College, was established in the American war (15/5/1968) and it was used to be the only police training facility in Vietnam. There were over 8000 officers trained with primary and intermediate level for the major of social safety and order in the North, as well as for the battlefield in the South. Many of them contributed impressively to the American war that led to the Southern liberation and country unification in Vietnam.

As far as I am concerned, 50 years ago, the earliest PPA was established with only 8 departments and 43 officers. Since then, it has continuously upgraded and recorded great achievements. Nowadays, there have been more than 1,300 officers, nearly 19,000 students with numerous professors, doctors and excellent teachers. The PPA’s organization, infrastructure and international cooperation have also expanded. Especially, it has assisted Laos and Cambodia in training officers and developing training facilities for many years. The PPA is now a trustworthy training facility for the People’s Public Security forces.

The PPA is leading in educational renovation, science research, technology appliance, infrastructure achievement. In the upcoming years, I believe that the PPA will become a central graduate educational institution reaching the national standards, according to the MPS’s approved plan.

Previously, the PPA was award the Title “Hero of the People’s Armed Forces during the Renovation” and other noble prizes. Today one again, it is receiving the title “Hero of the People’s Armed Forces during the American Vietnam war” on the 50^th anniversary of foundation. I’m very glad for this development. My warmly congratulations to you for all achievements gained by officers and staffs during 50 years.

The world is currently changing in complicated ways. Cooperation for peace and national stabilization remains the key stream globally. However, military conflict, arms race and crimes still are mutual concerns for countries worldwide.

During the renovation, our country has achieved much success. However, there are still many issues that need to be concerned such as complicated crimes, traffic and many others…

            An excellent police force is very important for the stable development of a country. That is why we need to acknowledge and encourage positive results of these officers, who are fighting bravely for safety and order of society.

The mission of people’s police force is surely a challenge, which requires officers to be consistent when facing enemies. It is therefore necessary to renew organization, improve work efficiency in general and training in particular.

To maintain the PPA’s progress, the following tasks should be prioritized:

Firstly, seriously carry out the rules and policies of education and training. Take part in the “Following President Ho Chi Minh” movement and other similar. Renovate and strengthen the PPA’s organization in a more efficient way and adapting to the changing environment.

Secondly, keep updating the training programs and methods; enhance the professional knowledge and moral qualities for students; creating a police training environment with loyalty, ability and discipline.

Thirdly, reasonably combine the theory and practice into teaching and studying. Study the knowledge and experience in police training from other countries. Require teachers to gain practical experience and encourage students to self-study t enhance training efficiency.

Fourthly, keep going on with the goal of a central education facility. Teachers and staffs of the PPA should be the pioneers in practicing and attempting the renovation of police education and training. 

Fifthly, focus on enhancing capacity for PPA’s officers and teachers. Upgrade equipment for teaching and studying.

Sixthly, cooperate with regional and international organization and other exchange experience and knowledge in order to improve training quality.

On this occasion, I request the functional agencies of the Ministry of Public Security, in cooperation with counterpart of the Ministry of Education and Training to support the PPA to complete its missions. I also highly appreciate the cooperation and support from international organizations, police agencies worldwide, all staffs and officers at the PPA. I believe that the PPA will bring into play these achievements with all your effort.
