Success of joint training model between PPA and University of Maryland*

First of all, on behalf of the Directorates of the People’s Police Academy, I would like to warmly welcome and thank you for your attendance to the Graduation Ceremony of the Joint Master’s Degree in Justice Leadership between the People’s Police Academy and University of Maryland today. I would like to wish H.E Vice Minister, the leaders, distinguished guests, ladies and gentlemen good health, happiness and success.


Distinguished guests, Ladies and Gentlemen,

Since 2014, continuing the successfulness of the first cohort, with the approvals and direction of the Leaders of Ministry of Public Security, Ministry of Education and Training, 165 Project Office, the People’s Police Academy has conducted the second cohort of the Joint Master’s Degree in Justice Leadership with University of Maryland which is a big and prestige university in the field of Criminology and Criminal Justice training. There are 10 courses in the program in which 7 courses have conducted by lecturers of University of Maryland and 3 courses have done taught by lecturers of the People’s Police Academy. The students also have had chance to spend nearly one month in United State of America for final presentation. The People’s Police Academy and the University of Maryland have assigned the prestige professors, associate professors to give lectures and prepared the best facility and staffs to support the implementation of the program. Participating in the program, the students have had opportunity to gain valuable knowledge about criminal justice, international law, operation of police force in insuring the social order and security well as the leadership science. In addition, the students have spent their time in University of Maryland where they have had chance to visit and discuss with the law enforcement agencies at State and Federal levels. Through these kinds of activities, the students have gained a lot of information, knowledge and useful experiences. It believed clear that the International Cooperation Programs are effective in educating high quality human resource for law enforcement forces in general and police force in particular; especially in the context of comprehensive international integration of Vietnam.


So far, the students of the second cohort have completed the training program successfully and have been being appreciated by the University of Maryland. On behalf of the Directorates of the People’s Police Academy, I appreciate and congratulate the students for successful completion of the program and being granted the Master’s Degree today. I believe that with the equipped knowledge and experience, the new Masters of Law would effectively apply into your daily tasks and successfully fulfill all given duties.


Distinguished guests, Ladies and Gentlemen,

To achieve the above results, the Second Cohorts received the huge support from the Ministry of Public Security, on this occasion, on behalf of the Directorates of the People’s Police Academy, I would like to express the sincere thanks for 165 Project Office, the Leaders of Ministry of Public Security, Ministry of Education and Training and functional agencies for your supports during the program conducted. Especially, I highly appreciate and would like to express the sincere thanks for the University of Maryland, Faculty of Criminology and Criminal Justice, School of Public Policy, Office of International and Executive Programs and related Departments for your cooperation and goodwill in conducting the program. I hope that the cooperation between the two training institutions will be more developed in the future.


The People’s Police Academy would like to propose to receive the supports from the Central Committee of Communist Party of Vietnam, leaders of the Ministry of Public Security, Ministry of Education and Training, 165 Project Office to continue the program and further develop the cooperation programs with other training institutions of the countries in region in the future with a view to developing the People’s Police Academy as the best police training institution of Vietnam.


For the students who come from different agencies and Ministries, I hope that after graduation, you will creatively apply the obtained knowledge and experiences into your work, contribute to the development of law enforcement force and of the Country.


With that spirit, I would like to declare the Graduation of the Second Cohort of the Joint Master’s Degree in Justice Leadership between the People’s Police Academy and University of Maryland.


Once again I would like to wish the H.E Vice Minister, leaders, distinguished guests, ladies and gentlemen good heath, success and happiness.
