The delegate visited and worked with the Police Academy of Hessen and some functional departments of the Ministry of Interior and Sports of Hessen.
In Germany, the Federal Ministry of Interior manages some Federal Police Bodies like the Federal Investigation Agency, the Border Police, the Federal Police Academy and some others. There are 16 states in Germany and each one has its own Ministry of Interior and police force operating under the constitution and the law of the state. Hessen is the third biggest state of Germany and has Frankfurt City which is the biggest centre of finance not only in Germany but also in Europe. In 2010, the state celebrates Vietnam Year in Germany and had many cooperative activities with Vietnam in which they have supported for establishment of the Vietnam-Germany University in Ho Chi Minh City. Our government has just established Vietnam General Consulate at Frankfurt.
At the Hessen Police Academy, the delegates visited and studied the organization of the Academy, especially the training programs and the facility of the Academy. The academy covers an area of 115.000sq.m with many high buildings, blocks, and trees around the Academy. With 267 staffs, the academy is yearly invested EUR26 million by the government. The Hessen Police Academy has trained and upgraded the police officers and leaders of the Hessen states. The students of the academy have all had B.A. degrees of other university and have been trained to be police officers of the state. The academy has cooperated with some university to train the MA degrees of police management.
Through the study tour, the Hessen Police Academy agreed to invite the police officers of the Vietnam People’s Police Academy to visit and study in Hessen. Dr Yem officially invited one delegation to visit the PPA in the near future.
The Vietnam delegates also visited the Hessen Investigation Body, saw the crime prevention mobile car model. This is the new model of crime prevention in the world. The police force has ordered many cars of this kind which are used to propagandize crime prevention in the public, factories, and offices. In the car, there are many documents delivered to public people, videos, TV, speakers, some crime prevention models…
In France, our delegates visited the National Police College, The Lyon 3 University, and the Police Training Board of Interpol.

The French National Police University belongs to the National Police Force (the Ministry of Interior Affairs, Metropolitan and Oversea Territories). The 5-hectare university locates at a high beautiful mountain in Lyon City. Its students, having already qualified with tertiary, secondary or post-graduate degrees, will take the courses in fostering their professional abilities. Their majors and minors are leading abilities, administration, information, EU integration, anti-organized criminals, fighting against metropolitan criminals, collecting intelligence information,…There have been many international students, including four from the Vietnam Ministry of Public Security and the PPA.
The PPA’s Director Mr Nguyen Xuan Yem and his delegation visited and discussed with the Consolidated University, Lyon 3, one of the best-known in laws training nationwide, locates at the center of the city, with the department of laws – the first ranking of all laws departments in France. The Consolidated University, Lyon 3 has been in educational cooperation with the department of laws - VNU, the Vietnam Diplomat Institute, and the PPA from 2010.
The Director had a meeting on experience exchange in education and training, visited and had a speech to a MA class in domestic security, and visited the library and some material facilities.
The Lyon 3 made an agreement on helping the PPa train 10 teachers, 10 MA candidates in 2011. They also accepted one MA candidate from our Academy (awarded scholarship from the Project 322).
Both universities locate at the high mountains, far from the centre of the city and are in harmony with green nature. The Consolidated University, Lyon 3 has got a modern and digital library with a lot of books, magazines, newspapers. The leading boards of two Universities are hoping to cooperate on training with our Academy.

Mr Nguyen Xuan Yem and his delegation also visited the Headquarters of Interpol in Lyon. Over the past few years, the leading boards of the PPA have gradually taken part in the Summit of Rectors from member states. In 2008, Major General Nguyen Trung Thanh, Vice Director of the Office 3, and his delegation attended the 16th Summit in Nigeria. The summit will be held in Turkey in 2011.
