Overview of the 19th Joint Asean Senior Police Officers Course (JASPOC-19)

1. This is the very first time for the People’s Police Academy to host an international training course with the participation of police officers coming from different countries. The course lasted for two weeks starting from 14th and finished on 26th March 2010 and participated by 24 senior police officers from ASEAN member countries. All of the participants are accommodated in the Academy’s campus.

2. The Opening Ceremony was solemnly held on 16th March with the appearance of Senior Lieutenant General Le The Tiem, Vice Minister of Public Security. Leaders of PPA, Chiefs of Faculties and other concerned agencies under the Ministry of Public Security, representatives from ASEAN member countries and all of the participants also took part in the ceremony. Especially, the Ambassador of Australia in Vietnam also participated in the Ceremony.

In the Opening Remarks, Senior Lieutenant General Le The Tiem, Vice Minister of Public Security stated that: ‘This training programme is not only an opportunity for police officers to learn and exchange experiences with each other, but also a premise for enhancing the understanding, the friendship and unity among ASEAN member countries. Such event is believed to ensure the solidarity, friendship and prosperity of the ASEAN community’. He also believed that useful practical experience and information will be shared during the course in satisfying the demand of the police in coping with changing regional and international crime situation.

After the opening ceremony, participants were invited to visit the PPA’s Tradition Exhibition Room and especially the ASEAN Police Exhibition Room which displayed the images of the Police Officers of ASEAN member countries as well as related items contributed to PPA from countries. This is the PPA’s initiative in cerebration of year Vietnam acts as the Chair of ASEANAPOL 29 and Chair of ASEAN 2010.

3. The training programme was divided into two parts:

- The first part was run by the Instructors from Australian Federal Police with the topics on: command, control and coordination (C3). Invited speakers from Royal Thai Police and Indonesian National Police also presented experiences on C3. This C3 workshop was run from 15th to 19th March 2010.

- The second part focused on exchanging experiences between countries on combating against transnational crime such as: drug related crime, human trafficking and international cooperation in preventing and combating against crime. Experts from the United Nation Office on Drug and Crime (UNODC), Asia regional project on preventing and combating against human trafficking (ARTIP project), Criminal Investigation Department, Drug Crime Investigation Department, the People’s Police Academy and the Office of Interpol Vietnam are invited to deliver presentation on related issues. Representative of each delegation also have chance to share their information, experience during this part of the course.

Generally, it can be said that the course has provided participants opportunity to exchange knowledge and experiences on various issues relating to preventing and combating crimes, which are currently attracted more and more concern from police forces within ASEAN community.

4. During the course, field trips and extra-activities were also organized to help the delegates to have better understanding on Vietnamese people and culture, such as:

- Came to Quang Ninh province and visited Ha Long Bay, world’s heritage recognized by UNESCO.

5. After the two working weeks, the course was closed on 26th March 2010 after two weeks of intensive activities.

Participated in the Closing ceremony, Police Major General Vu Hung Vuong, Deputy General Director of Crime Investigation and Suppression General Department - MPS stated that: "During the international integration, increased transnational and organized crimes poses to the police many challenges. Therefore, international cooperation among regional police forces is very necessary. This course, as result, is a very good chance to increase the cooperation among police force of ASEAN member countries on crime prevention and suppression".

 

In the Closing Ceremony, representative of the participants expressed their appreciation and thankfulness to the host for the well-arranged and hospitality extended to the participants./
