On January 12th, 2014, the
PPA in collaboration with the International Cooperation Agency of Korea (KOICA)
in Vietnam
held the kick-off ceremony of the project "Establishment of E-Library at
the PPA" which is granted by the KOICA.
The ceremony was attended by Mr. Jun
Dae Joo, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea
to Vietnam; Mr. Chang Jae
Yun, Chief Representative of KOICA in Vietnam. As for the MPS of Vietnam were
Senior-Lieutenant General Dang Van Hieu, member of the Central Party Committee,
Permanent Vice Minister of Public Security; Representatives of Departments, Agencies
within the MPS. As for the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan
Yem, President; members of the Party Committee, Directorate Board and
representatives of the functional units.
After a process of preparation and
completion of the relevant procedures, the project "Establishment of
E-Library at the PPA" was approved officially by the Government of
Republic of Korean and the Government of the Socialist Republic of Vietnam and
the Ministry of Public Security of Vietnam. It marked a new step in the
development process of the PPA and considered as an important mark in the
process of cooperation between the PPA and the Korean partners.

The project is funded by the Official
Development Assistance (ODA) of the Korean Government with total of budget US$
2.3 million and Vietnamese Counterpart funds VND 3 billion. The implementation
of project will help the PPA to enhance the professional capacity and the
advanced-technical equipment to serve for the demand of teaching, research of
PPA officers, lecturers and students through the modern e-library at the PPA,
which will contribute to foster the process of building and developing the PPA
become to the key training institutions of the Public Security Force and of the
Nation. The project will be completed in 2016.
Speaking at the ceremony, on behalf
of the leader of the MPS of Vietnam, Vice Minister Dang Van Hieu expressed his
thank to the Government of the Republic of Korea, Embassy of Korea in Vietnam,
Agency Korea International cooperation Agency (KOICA) actively support and
create the favorable conditions for the PPA in process of seeking for the license
of project approval. He emphasized that the project was a new step in the
process of building the PPA become the key training institutions of the Branch
and the Nation.

He also requires the PPA to raise the
high responsibility, implement seriously the commitments in the record of project
discussion and the provisions of law on the project management and
implementation to ensure schedule and quality; prepare the qualified officers
to use effectively the advanced e-library system after finishing the project. He
also requested the functional units of the MPS to actively coordinate, support
the PPA and Korean counterparts during the project implementation process.
At the ceremony, on behalf of the
project implementing agency, Lieutenant General Nguyen Xuan Yem expressed his thanks
for the support of the Korean Ambassador to Vietnam,
the Chief Representative of KOICA in Vietnam and other partner agencies
and Korean experts in the process of implementing the project. He also
expressed his thanks to the interest, direction from leadership of the MPS,
especially the Vice Minister Dang Van Hieu. He committed that the PPA would
make effort to coordinate with the functional units to implement effectively
the contents of the projects as the proposed objectives and requirements.
