As for the PPA were Lieutenant General, Prof. Dr. Nguyen XuanYem, Secretary of Party Committee, President of the Academy; Board of Directors of the PPA; representatives of functional units and a large number of officers, lecturers and students of the Academy.

55 years ago, on July 20^th, 1962, President Ho Chi Minh signed the Decree on the promulgation of the Ordinance defining the tasks, powers and regimes of the rank of commissionedofficers and non-commissioned officers of the People's Police of the Democratic Republic of Vietnam.

This is a historic event, marking the maturity of the Vietnam People's Police since the August Revolution in 1945 as well as a legal basis for building an increasingly regular and élite People’s Police force to meet the requirements of ensuring the social order and safety of the country in each period of revolution. Therefore, the day of July 20^th became the traditional day of Vietnam People’s Police.

At the exchange program, the delegates, officers, lecturers and students of the PPA reviewed the forming and developing process, the achievements, the victories of the forces, the heroic, glorious, historic milestones of the People's Police during the past 55 years.

Speaking at the exchange program, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA emphasized that every officers, lecturers and student of the PPA should continue to strive, devote all strength and intellect to accomplish excellently the noble task of the Vietnamese People's Soldiers, be worthy of the trust of the Party, Uncle Ho and the people in the Cause of protecting the security and order of the country.
