Attending the Ceremony, as for the leaders of Departments under the General Department of Building-up Force were Senior Colonel, Dr. Nguyen Van Ly, Deputy Director of Department of Training; Senior Colonel Vu Van Hai, Deputy Director of Department of Organization and Personnel; Senior Colonel Tran Van Tai, Deputy Director of Department of Political Affairs. As for the PSA was Major General, Prof.Dr. Nguyen Van Ngoc, Secretary of Party Committee, President of the Academy. As for the PPA was Lieutenant General, Prof.Dr. Nguyen Xuan Yem, Secretary of Party Committee, President of the Academy. Attending the Signing Ceremony also were other members of the Party Committee, Directorate, leaders of functional units, mass organizations and students of the PSA and the PPA.

Leaders of two Academies signed the Cooperation Memorandum of Understanding

The Cooperation Memorandum of Understanding (MoU) between the PSA and the PPA including 07 contents was designed to promote the fine cooperation tradition among the Agencies of the Public Security Force as well as strengthen the solidarity, unity and close attachment between the two Academies. The MoU defined principles, contents of cooperative relationship in education and training, scientific research, student management, academic information and other fields within the functions and tasks of the two sides.

Speaking at the Signing Ceremony, Major General, Prof.Dr. Nguyen Van Ngoc, Party Secretary, President of the PSA mentioned the similarities in the process of formation and development of the PSA and PPA. These two Academies had the same origin and long-term attachment which was built up by many generations and became the proud glorious tradition of the two Academies. Experiencing the process of building and development, the two Academies now become “two typical heroes” in the system of police training institutions. Major General Nguyen Van Ngoc confirmed that the signing of MoU was the milestone to mark the new development in the good relationship of the two Academies.

Also at the Ceremony, Lieutenant General, Prof.Dr. Nguyen Xuan Yem, Secretary of Party Committee, President of the PPA reviewed the tradition of building and growth of the PPA as well as the good relationship between the two Academies. During its development, the PSA provided the key leaders for the PPA, since the late Mr.Le Quan , the late Mr. Pham Minh, Mr. Nguyen Duy Hung, Mr. Nguyen Trung Thanh and now several members of the Party Committee, the leaders of the Academy and the leaders of some units within the PPA. He suggested that the generations of leaders, lecturers and officials of both Institutions should be responsible for cultivating this precious traditions and enhance to share experiences in training of lecturers, innovation of curriculum content, student management methods, etc. to build up the two Academies to become the significant training Institutions of the Ministry of Public Security in 2015 and of the State in 2020.

At the end of the Ceremony, the delegates of the two Academies visited the Traditional Museum, Temple of Literature, Police Professional Library and electronic shooting room of the PPA.
