New contributions of the thesis: 
The thesis is the first research project that brings a systematic and relatively comprehensive perspective of state management on security and order in the field of management, rehabilitation of prisoners in prisons under the Ministry of Public Security.

- The thesis clarifies the theoretical issues about the management, rehabilitation of prisoners in prisons, such as: concept, characteristics, legal basis and relevant provisions, requirements of the management, rehabilitation of prisoners; content, form and measures for managing prisoners; the content, form and measures for rehabilitating prisoners; responsibility and coordination in the management, rehabilitation of prisoners.

- The thesis surveys, analyzes, evaluates the real situation of executing the sentence of prisoners in prisons under the Ministry of Public Security: Focusing on analyzing, assessing the characteristics of prisoner; implementation of content, forms, measures to manage as well as rehabilitate prisoner in prisons under the Ministry of Public Security from 2010 to 2018; from these analysis and assessment, the thesis clearly shows the advantages, limitations, restrictions in the management, rehabilitation of prisoner and explains causes of limitations and restrictions.

- Based on the theoretical foundation; analyzing, assessing the real situation of the management, rehabilitation of prisoner in prisons under the Ministry of Public Security, the thesis forecasts determinants affecting the management, rehabilitation of prisoner and propose some feasible solutions to improve the efficiency of the management, rehabilitation of prisoner in prisons under the Ministry of Public Security and contribute to ensuring security, order and safety of prisons.
