New contributions of the thesis:
1. This study seeks to raise the public awareness and improve the theory of sanctioning of administrative violations in the field of social order and safety by the People's Police Force. This study has analyzed and clarified the terms, principles of sanctioning of administrative violations in the field of social order and safety; legal basis for sanctioning of administrative violations in the field of social order and safety by the People's Police Force; content, requirements, sanctions for administrative violations in the field of social order and safety and remedial measures by the People's Police Force; the relationship between the People's Police Force and others forces in sanctioning of administrative violations in the field of social order and safety.

2. This study has recognized the practice of sanctioning of administrative violations in the field of social order and safety by the People's Police Force from 2010 to June, 2018; identified specific characteristics and assembled the results and achievements, shortcomings and limitations, causes of shortcomings and limitations; from there, proposed the solutions.

3. Based on the results of research, this study gives scientific forecasts on the factors that affect to sanctioning of administrative violations in the field of social order and safety by the People's Police Force, proposing feasible solutions and measures to improve the efficiency of sanctioning of administrative violations in the field of social order and safety by the People's Police Force in the coming time.
