1. The thesis clarifies and completes the system of state management theories on security and order for foreigners working in Vietnam including concepts, characteristics, contents, measurement, scope of responsibility and coordination relationship of the People's Police force with functional forces on state management on security and order for foreigners working in Vietnam. 

2. The thesis analyzes and properly assesses the situation of foreigners working in Vietnam as well as the state management on security and order for foreigners working in Vietnam based on the function of the People's Police force. The thesis also clearly states the measures of organizing, analyses and evaluates the achieved results.

3. The thesis analyses and gives predictions about the possibilities and complexity of foreigners working in Vietnam and factors affecting state management on security and order.

4. The thesis proposes solutions to improve the efficiency of state management on security and order for foreigners working in Vietnam.
