New contributions of the thesis:

1. The thesis studies the theory of State management on fire prevention and fighting for high-rise apartment buildings as a function of the Fire Police Force.

2. The thesis builds a system of theory of State management on fire prevention and fighting for high-rise apartment buildings as a function of the Fire Police Force, such as concepts, characteristics, principles, legal basis, contents and measures of State management on fire prevention and fighting for high-rise apartment buildings, coordination between the Fire Police Force and other agencies and forces in State management on fire prevention and fighting for high-rise apartment buildings.

3. The thesis conducts an objective and comprehensive survey of the situation and relevant characteristics and the actual state management on fire prevention and fighting for high-rise apartment buildings as a function of the Fire Police Force. On that basis, the thesis analyzes and clarifies the organization of force, equipment and assesses the State management on fire prevention and fighting for high-rise apartments as a function of the Fire Police Force from 2009 to 2018. The thesis offers the comments and assessments on the achieved results and limitations, shortcomings and their causes in the State management on fire prevention and fighting for high-rise apartment buildings of the Fire Police Force.

4. On the basis of forecasting the factors affecting the efficiency of State management on fire prevention and fighting for high-rise apartment buildings, the thesis studies and proposes relatively comprehensive and synchronous solutions to improve the effectiveness of State management on fire prevention and fighting or high-rise apartment buildings as a function of the Fire Police Force.
