New contributions of the thesis:

1. The thesis aims at researching on issues related to markets and trade centers and state management on fire prevention and fighting of markets and trade centers. Based on the study, the thesis has systematically developed theoretical issues related to state management of markets and trade centers; for instance, the definitions, characteristics, requirements, legal basis of state management on fire prevention and fighting; management’s contents and measures, coordination in Fire Police Force’s state management on fire prevention and fighting of markets and trade centers.
2. The thesis has fundamentally and comprehensively studied the relevant situation, investigated and analyzed the fire and explosion practice of nation-wide markets and trade centers. The thesis has focused on investigating, analyzing and clarifying the organization of the forces, resources and current practice of state management on fire prevention and fighting of markets and trade centers as a function of Fire Police Force over the period of 2008-June, 2018. Based on the current situation, the study has assessed achievements, limitations and deficienciesas well as their causes in order to forecast and develop the system of solutions.
3. From the analysis and assessment of relevant issues, relatively synchronous, comprehensive solutions have been proposed. Each solution has focused on clarifying the content and implementation of these solutions, which prove to enhance the synchrony, feasibility and relevance of the Fire Police Force’s state management practice on fire prevention and fighting of markets and trade centers.
