New contributions of the thesis:

1. This is a first project as a doctoral dissertation which has been deeply researched the scouting investigation to fight against drug trafficking crime of Drug related Public Security Forces in the aspect of Criminology and Crime Prevention of Public Security Force in the Northeast provinces and cities.

2. The doctoral dissertation has clearly specified the theoretical issues on scouting investigation to fight against drug trafficking crime of Public Security Force such as: Building the concepts of drug trafficking crime, legal features of drug trafficking crime; concepts, characteristics, duties of scouting investigation to fight against drug trafficking crime; phases of fighting in scouting investigation against drug trafficking crime; guiding and directing the scouting investigation to fight against drug trafficking crime and co-coordinating other forces in drug-related scouting investigation against drug trafficking crime. 

3. The doctoral dissertation has surveyed the actual situation of drug trafficking crime and scouting the drug trafficking crime of Public Security Force of provinces and cities in the Northeast Area from 2008 throughout 2017. This doctoral dissertation has deeply researched, assessed the works of scouting investigation to fight against drug trafficking crime of Public Security Force in the Northeast provinces and cities in reality such as: Setting up the scouting investigation to fight against drug trafficking crime; organizing the fight against drug trafficking crime. This doctoral dissertation has also specified the achievements, restrictions, shortcomings and their reasons.

4. From issues which have generalized and actually analyzed, the doctor dissertation has given forecasts of activities trends of this crime in the future. Concurrently, this doctor dissertation has suggested some specific solutions to improve the effectiveness in scouting investigation to fight against drug - trafficking crime of Public Security Force in the Northeast provinces and cities.
