New contributions of the thesis:
1. This is the first doctoral thesis in the field of state management of security and social order which studies in-depth on activities of the Government on leading, giving guidance and coordinating drug control work in Vietnam.
2. The thesis studies and developes the theories on activities of the Government on drugs control such as: concept and characteristics, role and responsibilities, goals and requirements, legislation foundation, contents and methods for implementing the Government’s activities on drugs control.
3. The thesis reviews and evaluates drug control situation in the world and the region at large and in Vietnam in particular. The author carries-out surveys and analyses actual activities of the Government on drugs control from 2008 till the end of 2017 based on 11 sub-contents on state management in this field. The Thesis also evaluates the results of the Government’s activities on drugs control and draws-up the limitations, shortcomings and finds-out its principal causes.
4. Based on evaluating actual situation, forecasting drug control trends in the world, in the region and in Vietnam, analysing influential aspects to the Government, the thesis recommends 7 solutions to strengthen drug control activities of the Government, i.e. (i) Continue to develop and revise legislation system; (ii) Bring into play the role and responsibility of local authority and party secretariat, closely coordinate with justice branch and socio-political organisations; (iii) Consolidate structure and human resource, strengthen management and leadrship capacity; (iv) Instruct ministries and local authority to strengthen and further enhance efficiency and effectiveness in implementing major tasks of the drugs control works; (v) Mobilise and utilise resources for drugs control workplan and programme in the most effective manner; (vi) Renovate and enhance quality of supervision, inspection and rewarding; (vii) Enhance international cooperation./.
