New contributions of the thesis:
This is the first thesis to systematically and comprehensively research on state management on the field of education and rehabilitation of prisoners in prisons under the Ministry of Public Security. Therefore, the thesis has the following new points:

Firstly, the thesis researches, analyzes, and clarifies the basic theory of education and rehabilitation of prisoners, concepts and characteristics of education and rehabilitation of prisoners. 

Secondly, the thesis analyzes and clarifies the theory of state management on the field of education and rehabilitation of prisoners in prisons, including: concepts, legal basis, contents, forms; the assignment, decentralization and coordination relationship of state management agencies in the field of education and rehabilitation of prisoners in prisons. 

Thirdly, the thesis analyzes, evaluates and clarifies the situation and characteristics related to state management activities in the field of education and rehabilitation of prisoners in prisons: Characteristics of prisons, organizational models of detention, organization of prisoners, characteristics of prisoners serving sentences in prisons. 

Fourthly, the thesis surveys and properly assesses the status of state management activities in the field of education and rehabilitation of prisoners in prisons; coordination relationship of state management agencies in the field of education and rehabilitation of prisoners in prisons; comments and evaluates the advantages, limitations, shortcomings and the causes of limitations and shortcomings of State management on the field of education and rehabilitation of prisoners in prisons under the Ministry of Public Security. 

Fifthly, the thesis makes forecasts and feasible solutions that contribute to improving the efficiency of State management and the effectiveness of education and rehabilitation of prisoners in prisons under the Ministry of Public Security.
