New contributions of the thesis:

1. The thesis is the first general, systematic and comprehensive study on the management and education of prisoners under the age of 18 in prisons of the Ministry of Public Security.

2. The thesis researches and clarifies the theoretical issues on management and education of prisoners under the age of 18 such as: concepts, characteristics, legal basis, requirements of management and education of prisoners under the age of 18; contents, forms, measures and coordination between the Police force of Prison Management and other forces in management and education of prisoners under the age of 18.
 
3. The thesis statistics, analyzes and evaluates the situation related to the management and education of prisoners under the age of 18 in prisons of the Ministry of Public Security; surveys  the situation of management and education of prisoners under the age of 18 in prisons of the Ministry of Public Security in the period from 2010 to the end of 2020; clarifies the advantages, limitations and its causes of management, education of prisoners under the age of 18 in prisons of the Ministry of Public Security.

4. The thesis provides forecasts and a system of suitable and feasible solutions to improve the efficiency of management and education of prisoners under the age of 18 in prisons of the Ministry of Public Security, contributing to the criminal prevention and suppression, ensuring security and order in the current situation.
