1. The thesis is the first systemized research on state management on road traffic order and safety in administrative areas with transportation activities which are characterized as Municipalities. Thesis’s outcomes contribute to identify, supplement, complete and enrich theory of state management of Traffic Police force on traffic order and safety. 

2. The thesis has conducted objectively and comprehensively survey, review on current situation of state management of Traffic Police force on road traffic order and safety in municipalities, thereby determining academic conclusion; identifying strengths; together with limits, shortcomings and their causes.

3. Basing upon developed theories and analysis, evaluations of current situation, the Thesis pointed out systemized measures with scientific basis and applicability in order to improve the effectiveness of state management of Traffic Police force on road traffic order and safety in municipalities in the coming time.
