New contributions of the thesis:
- The thesis completes some legal documents on fire prevention and fighting and law propaganda; Renovates law propagation, training and education as well as prevention skills for fire prevention and fighting, preventing violations of regulations on fire prevention and fighting. 

- The thesis improves the effectiveness of inspection and handling of violations of regulations on fire prevention and fighting; ensuring that resolutions and proposals must be strictly compllied with the requirements on fire prevention and fighting; Improving the organizational structure of the apparatus; raising the capacity of Fire Police Force and rearranging the organizational apparatus of both Fire Police Force Department and Local Fire Police Force to enhance the effectiveness in work. The officers are trained regularly to meet the requirements of work. 

- The thesis enhances co-ordination in the prevention of crimes against violations of regulations on fire prevention and fighting; developing a model for receiving letters and information on fire prevention and fighting as well as coordinating with local administrations and police forces to capture information in the implementation process.

- The thesis provides the system of specific solutions to further improve the socialization of fire prevention and fighting through concrete and speedy measures to response to the actual situation; enhancing the international cooperation in prevention of crimes of violating the regulations on fire prevention and fighting such as calling for investment, research, enhancing cooperation and technology transfer.
