1. The thesis is the first work to systematically study the theory of state management of railway traffic order and safety according to the function of the Traffic Police force, build the concept of railways, railway traffic order and safety, State management of railway traffic safety according to the function of the Traffic Police force, railway characteristics, railway traffic safety and state management of railway traffic safety; clearly indicates the legal basis, content, measures, assignment, decentralization and coordination relationship of the Traffic Police force with other forces in the state management of railway traffic safety and order.

2. The thesis surveys, analyzes and evaluates the current state of state management of railway traffic safety according to the function of the Traffic Police force from 2013 - 2023 and the coordination relationship of the Traffic Police force with other forces in the state management of railway traffic safety; gives comments on advantages, limitations, shortcomings and causes of limitations and shortcomings.

3. Based on the theoretical basis and results of analysis and assessment of the current situation, the thesis makes predictions and proposes solutions that contribute to improving state management of railway traffic safety according to the function of the traffic police force. It also proposes solutions that would meet the requirements of uniformity, comprehensiveness and scientific basis./.
