New contributions of the thesis:
1. Analyzing and clarifying basic
theoretical issues on non-traditional security and activities of state
management on non-traditional security of the public security force including:
definition, characteristics, contents of non-traditional security; the
relationship between traditional security and non-traditional security. The
thesis focuses on researching and analyzing 03 non-traditional security matters
currently emerging in Vietnam: transnational crimes, cyber security and cyber
crime, environmental security and natural disasters.
Clarifying state management
theory on non-traditional security: definition, target, characteristics,
principles, contents and measures of state management on non-traditional
security; analyzing public security force as a main and direct entity in
managing state on non-traditional security.
2. Analyzing the actual activity
of non-traditional security and result of activities of state management on
non-traditional security in Vietnam according to the functions of the Public
security force in the period of 2010 - 2017.
The
thesis focuses on analyzing 05 different aspects of the activities of state
management on non-traditional security according to the functions of the Public
security force:
Firstly,
building and conducting policy, legislation to ensure non-traditional security.
Secondly, propagandizing, mobilizing and educating people to be
involved in ensuring non-traditional security.
Thirdly, organizing activities on preventing and suppressing risks and
challenges of non-traditional security.
Fourthly, combining with other ministries, departments and forces to prevent and
suppress risks and challenges of non-traditional security.
Fifthly, international
cooperation on non-traditional security.
Drawing the achieved
results and evaluating the existences, limits and reasons of these
existences and limits.

Predicting the situation and recommending the system of measures to effectively
increase the activities of state management on non-traditional security in
Vietnam according to the functions of the Public security force in the era of
international integration.
