- On the basis of scientific thesis, dissertation clarified in a comprehensive, general systematic theory on the state administration problem of fire safety for industrial explosive materials under the function of fire precention and fire fighting police force. Especially on the construction of related concepts; analyses the characteristics, the role of state administration of fire safety; shows clearly the principles, objects, target requirements, content management activities for the state administration of fire safety; the legal basis and the assignment level, coordinating relations in the state administration of fire safety for industrial explosive materials under the function of fire police force.

- The thesis analyzed, evaluated in a comprehensive, detailed, true situation of the state administration of fire safety for industrial explosive materials under the function of fire police force; giving the advantages, limitations, shortcomings and causes of limitations and shortcomings of the state administration of fire safety for industrial explosive materials as function of fire police force.

- On the theoretical basis and assessment of the situation, this thesis analyzed and proposed the forecasts and high- enforceable solutions in order to improve the efficiency of the state administration of fire safety for industrial explosive materials according to fire police force's function.
