1. The thesis analyzes, clarifies, supplements and develops theories on the police for instant reaction and operations  for direct response to receiving information and mobile handling the cases on security and order of the police for instant reaction, such as: The concept of the police for instant reaction, the concept of  direct response to receiving information, the concept of mobile  handling cases on security and order of the police for the  concept of operations of direct response to receiving information, mobile  handling cases on security and order of the police for instant reaction.

2. The thesis examines, analyzes and clarifies the real situation of the police for instant reaction in the following aspects: The work of personnel organization, use of force, policies, equipment and the conditions for the police for instant reaction; The status of the operation of  direct response to receiving information of the police for instant reaction; the situation of mobile handling of cases on security and order of the police for instant reaction; The cooperation between the police for instant reaction and the other forces in direct response to information receipt, mobile handling cases on security and order of the police for instant reaction.

3. The thesis is conducted by a practical survey and real situation clarification based on the research methodology, such as: methods of statistics, analysis, synthesis, comparison and contrast, practical summary, typical statistics, professional solution, and scientific conference. By assessment of the real situation, the thesis has commented, evaluated the achievements and some limitations, shortcomings and causes in the operations of direct response to receiving information, mobile handling of cases on the order and security of the police for instant reaction, as a basis for proposing solutions.

4. The thesis has given appropriate forecasts of situation of operations of direct response to receiving information, mobile handling of cases on the order and security of the police for instant reaction, the advantages and disadvantages of the operations of direct response to receiving information, mobile handling of cases on the order and security of the police for instant reaction.
