The thesis contributes to improving and supplementing theory of crime and environmental crime and law violation on the exploitation of sand and gravel in rivers; Crime prevention and environmental law violation in exploiting sand and gravel in rivers under the functions of the Environmental Police.

2. The thesis predict related situations of crime and environmental pollution in the exploitation of sand and gravel in the rivers in the provinces and cities in the North; organization and the apparatus of the environmental police force; the status of coordination relations and the status of crime prevention and environmental law violation in the exploitation of sand and gravel in the rivers in the Northern provinces.

3. Based on the results of the research, the thesisl provides forecasts and recommendations on specific solutions to improve the effectiveness of crime prevention and environmental law violation in the exploitation of sand and gravel in rivers in the Northern provinces and cities of the Environmental Policein the coming time.
