New contributions of the thesis:

- The thesis clarifies the theory of residency management for citizens under the function of Police for administrative management on social order and safety such as the concept, role, characteristics, legal basis and measures taken such as division of responsibilities and coordination relations in the resident management for citizens in southwestern border provinces of Police for administrative management on social order and safety.

- The thesis is the systematic and comprehensive evaluation in the management of residence of citizens according to the function of the administrative management police force for social order and safety in the southwestern border provinces from  2008 to 2017; Analyzing clearly the advantages, point out the limitations, shortcomings and causes of limitations and shortcomings.

- The thesis proposes the status of residence, the factors that affect the management of residence of citizens in the southwestern border provinces, and propose solutions to improve the efficiency. This activity is based on the function of police force for administrative management on social order and safety in the field in the coming time. This is a very important and timely issue, especially now that the Party and State are adopting the policy of reforming the management of residences for citizens in the new situation.
