Attending the Congress were Captain Dong Duc Vu, Deputy Secretary of the Youth Union of MPS; Mr. Pham Van Doan, Secretary of Youth Union of General Department of Building Force; and representatives of Youth Union of the Public Security Training Institutions and region where the Academy is located. On the side of the PPA have Major General Nguyen Huy Thuat and Major General Dang Xuan Khang, Vice President of the Academy, the leaders of the functional units and nearly 200 delegates representing more than 5000 members of Youth Union of the Academy.

At the Congress, the Youth Union of the PPA reviewed and evaluated objectively and comprehensively the gained achievements and pointed out the limitations, the experienced lessons in the mission and movement of Youth Union for the term 2012 - 2014. On that basis, the Congress continued to collect the opinions of the participants, proposed the directions and action programs for the Youth Union of the Academy in the term from 2014 to 2017 in order to meet the requirements of building and development of the PPA in the new situation.

During the term 2012 - 2014, under the direction of the Party Committee, the Board of Directors of the PPA as well as inheriting the glorious tradition of the ahead father's generation, the youth union members of the PPA have made efforts to overcome difficulties with the spirit of solidarity, dynamism, creation, deployed a lot of practical activities associated with the professional missions of the Academy and achieved a lot of positive results. In particular, the Youth Union focused on the primary task of the political ideological education, the teaching and learning emulation movements, the movements of scientific research, building cultural lifestyles, the activities of culture and sports; the voluntary movement for the community, actively participating in building the Youth Union and Party Committee powerfully.

Promoting the power of youth, the tradition of the Public Security Branch, of the PPA and of Youth Union as well as originating from the practical situation and the experienced lessons in the previous term, the Youth Union of the Academy proposed direction of youth movement for the term 2014 - 2017 with the theme "The PPA’s Youths actively and creatively make effort to gain great achievement in teaching, learning and disciplining to be worth  to heroic tradition of the Academy" with the main tasks: Improving the quality of political ideological education for the youth union members; emulating in enhancing ethics and talents, strengthening the sense of responsibility, wholeheartedly serving the Nation and the people, determining in implementing the standards of the members of the PPA’s Youth Union; promoting the social activities, the voluntary movement for the community,  developing the work of building the Youth Union as well as developing the Academy.

Speaking at the Congress, on behalf of the Directorate Board of the PPA, Major General. Prof.Dr. Nguyen Huy Thuat, Vice President praised the achievements of the Youth Union of the PPA for the term 2012 - 2014. He confirmed that these results contributed greatly to success of the PPA’s Youth Union in particular and to the overall success of the PPA in general. He also highlighted some key missions for the Executive Committee of Youth Academy in the next term and hoped that the new Executive Committee would be fulfill excellently the assigned tasks, deserving with the glorious tradition of 46 years of building and developing of the Academy.

Also at the meeting, the representatives discussed actively to complete the Political Report of the 16th Congress of the PPA’s Youth Union. Accordingly, there were many important initiatives to promote and develop the Youth Movement in the future were proposed. The Congress also elected a new Executive Committee which consists of 15 comrades including 11 officers and 4 students.

The success of Congress have confirmed the youth activities and movements in the previous term have promoted effectively the gained achievements of the PPA’s Youth Union, continue to develop the Youth Union comprehensively, stably and followed the political tasks of the Branch, the Academy and the Youth Union in each period, contributing to the overall achievements of the Academy. With these results, the position of Youth Union of the Academy has been confirmed more and more, the political Will of youth union members has been enhanced more and more, contributing to building the good image on the People's Police Force of Vietnam.
