The Ceremony was also attended by representatives of the Supreme People's Procuracy of Vietnam, the Central Military Procuracy - the Ministry of National Defence, the Institute of Criminal Science - Ministry of Public Security, the General Departments, Departments of the Ministry of Justice; representatives of Hanoi Lawyer Association; representatives of the functional divisions of Hanoi police; representatives of many academies, universities inside and outside the Public Security Force. As for the PPA were Lieutenant General, Prof.Dr. Nguyen Xuan Yem, President of the Academy; members of Party Committee, the Directorate and representatives of other units in the Academy.

Speaking at the Ceremony, Lt. Gen. Tran Ba Thieu, Director General of the Political General Department of the Public Security Force expressed his pleasure for the ongoing development of the PPA. The effectiveness of teaching, scientific research, counseling and serving has been increased; the facilities are becoming more and more adequate; the qualification of teaching staff has achieved many significant breakthroughs, etc. These outstanding achievements are important premises that the Ministry of Public Security, the Ministry of Education & Training based on and assigned the PPA to train the Criminal Justice specialty in accordance with the training objectives of multi-major and multi-sector in the roadmap to become  the  key training institution of public security force and of the nation.

In that spirit, the Director General required the PPA to be conscious that it was the very important course and the political responsibility in training human resources for the sector of criminal justice for our country. The Academy should renovate constantly in education and training in which the urgent task is to improve the qualification as well as the quality of teaching officials. For the students of civil course, the Director General required them to be aware that learning and being trained at the PPA is an honor and a great opportunity to establish themselves their position and career; furthermore, they need to strictly comply with management regulations imposed by the Ministry of Public Security, the Ministry of Education and Training and the PPA, especially those related to moral lifestyle, formal manners of the armed forces.

On behalf of the Party Committee, the Directorate of the PPA, Lieutenant General Nguyen Xuan Yem, President of the Academy promised to firmly grasp and implement the guidance of the Director General and desired the leadership of the Ministry of Public Security and the Political General Department of the Public Security Force and local police units to continue concerning, supporting and assisting the PPA to be carried out successfully.
