The delegation of the University of Moscow - the Ministry of Interior of the Russian Federation led by Colonel Romanhenkov Andrei Aleksievich attended the event. The program also saw the presence of Major General Bui Minh Giam, Director of the MPS’s Training Department; Major General, Prof. Dr. Tran Minh Huong, President of the PPA; other leaders of agencies and units under the MPS; representatives of the Russian Embassy in Vietnam, Russian Center for Science and Culture, Diplomatic Academy, Faculty of Russian linguistics and Culture - Vietnam National University.

At the scientific seminar, delegates from University of Moscow - Ministry of Interior of the Russian Federation, Department of Training - Ministry of Public Security of Vietnam, People's Security Academy and Diplomatic Academy discussed some topics such as:

- Experience in training and fostering international students at University of Moscow - Ministry of Interior of the Russian Federation named V.Y.Kikot

- Improving the effectiveness of training cooperation between the Ministry of Public Security of Vietnam and the Ministry of Interior of the Russian Federation

- International cooperation with the Russian Federation partners in training high quality human resources

- Experience in training graduate and postgraduate students with Russian Federation partners

- Cooperation between the Russian Center for Science and Culture with the Ministry of Public Security in training and scientific research activities to create opportunities for Vietnamese candidates to study in the Russian Federation.

Summarizing the speeches of the delegates, Major General, Prof. Dr. Tran Minh Huong, President of the PPA affirmed the efforts and achievements of Vietnam - Russia friendship. Over the past years, there have been more than 200 Vietnamese students studying at Volgograd Academy of the Russian Interior Ministry. Currently, most of those students have become prestigious scientists and hold important positions in the agencies of the Party, State and Ministry of Public Security of Vietnam. The PPA has also had many close cooperation activities with Russian partners, especially University of Moscow in education, training and scientific research.

By assessing difficulties in the cooperation in education and training with Russian partners, Major General, Prof. Dr. Tran Minh Huong proposed the Ministry of Public Security of Vietnam and the Ministry of Interior of Russian Federation to actively negotiate and cooperate in training high-quality human resources for Vietnam's Public Security forces. The Ministry of Public Security of Vietnam should pay attention to organizing the training and fostering courses, including Russian language, for officers, lecturers and students before studying in Russia.

The President of the PPA also proposed to establish a bilateral cooperation mechanism between the University of Moscow and the PPA. The two training institutes would enhance scientific research, jointly organize international conferences for officers and lecturers to write scientific articles and publish in journals.
