With the consent of the head of the
Ministry of Public Security and the unity of the two units, on February 04th,
2015, the PPA and the External Affairs Department - Ministry of Public Security
held the Ceremony of signing the Memorandum of Understanding (MOU) between the
two units. Senior Lieutenant General Dang Van Hieu, member of the Party Central
Committee, Permanent Deputy Minister of Public Security attended and presided
at the Ceremony.
Attending the Ceremony were Major
General Do Ngoc Can, Deputy Director General of the Political General Department;
Major General Tran Gia Cuong, Director of External Affairs Department -
Ministry of Public Security; representatives of subordinate units. As for the PPA
were Lieutenant General, Prof.Dr. Nguyen Xuan Yem, President of the PPA;
members of the Directorate of the Academy, leaders of the units.

would have the
effective coordinative activities
In recent years, based on the attention
of the leadership of the Ministry of Public Security and the close coordination
of the functional units, especially the Department of External Affairs, the international
cooperation of the PPA has been constantly expanded, improved the efficiency
and achieved the significant results in many fields: Joint Program in training
Master with the University of Maryland - United States; Cooperation and student
exchange programs with the Korean National Police University, the Royal Cadet Police
Academy of Thailand and the cooperative training for security forces, police
force of Laos, Cambodia and Palestine. The PPA has participated in many
international forums on police training such as: ASEANAPOL Police Training
Cooperation Meeting; International Association of Police Academy (INTERPA); International
Police Executive Symposium (IPES), etc. and numerous workshops, international
trainings in recent years. For the external affairs of the Ministry of Public
Security, the PPA has made a positive contribution. The Academy in
collaboration with the Department of External Affairs has participated in the
cooperative activities of the Public Security force, received and worked with
lots of high-level delegations to visit and work with the Ministry of Public
Security.

opportunities and conditions for cooperation between the two Agencies
By the attention of the leaders of the
Department of External Affairs, the two Agencies have actively promoted,
exchanged and agreed to sign the “Memorandum of Understanding (MOU) between the
People's Police Academy and Department of External Affairs - Ministry of Public
Security”. The MOU defined the coordinative principles, contents and
responsibilities of each side in each cooperative field. This is the basis to
strengthen and implement regularly, extensively the cooperative relationship
between the two units in the coming time. The signing ceremony marked the new
development in relations between the PPA and Department of External Affairs,
opened up more opportunities and conditions for cooperation between the two Agencies
to complete the outstanding tasks assigned by the Ministry of Public Security.

be constantly improved
Speaking at the Ceremony, Senior Lieutenant
General Dang Van Hieu noted that 2015 was the year with many important events
of the country that the Public Security force involved such as the 70th
traditional day of Public Security force and 10 years of the movement of
defending national security of entire people. Thus, depending on the actual
situation, the contents of the MOU might be changed how to the coordinative
activities be essential and effective.

On behalf of the leaders of the PPA and
Department of External Affairs, Lieutenant General, Prof.Dr. Nguyen Xuan Yem
adopted the guidance of the Permanent Deputy Minister and proposed that after
the signing ceremony, the leaders of two Agencies would direct regularly the subordinate
units to implement and specific the cooperative contents in accordance with the
functions and duties of each Agency in order to the MOU serve quickly and
effectively to the reality tasks of the two Agencies in the new situation.
