“The police training institutions that have not applied the outcome standards need to urgently research the experience of the People's Police Academy and the People’s Security Academy to build the outcome standards project and implement from the academic year 2015-2016” was the guiding instruction of Major General, Prof.Dr. Truong Giang Long, Deputy Director General of Building-up Force, President of the People’s Public Security Political Academy at the Preliminary Conference for 5-year implementation of outcome standards held by the PPA on September 11th, 2014.
Attending the Conference were also Major General Pham Quoc Cuong, Deputy Director General of Police for Administrative Management of Social Order and Safety; representatives of the General Departments of the Ministry of Public Security; the local Public Security Agencies in the North and the Police Training Institutions. On the side of the PPA was Lieutenant General, Prof.Dr. Nguyen Xuan Yem, President of the PPA, chairman of the Conference; Major General, Dr. Dang Xuan Khang, Vice President of the Academy, representatives of the functional units and students of the PPA.

Since the school year 2009-2010, the PPA has implemented the outcome standards project to improve the quality of education and training, contributing to build the Academy to become the key training institution of the Public Security force and of the State. Through 05 years (2009-2014) implementing the project, despite many difficulties, the PPA has achieved the encouraged initial results, creating the new step in the training career of the Academy. According to the Preliminary Report on 5-year implementation of the outcome standards project at the PPA, since the school year 2009-2010, 99% of students before graduating from the Academy met the political standard, 100% met the professional standard, the other standards such as computer, foreign languages, shooting, martial arts and driving got 100%.
At the Conference, the discussions focused on reviewing and assessing the gained achievements through 05 years of implementing the outcome standards project; providing the directions, solutions to improve the quality of outcome standards of the PPA in the near future. These would be the basis for the leaders at all levels, the functional agencies and the PPA to complete the outcome standards for students of the Academy and contribute to enhance the effectiveness of education and training at the PPA in the coming time.

Speaking at the Conference, Major General, Prof.Dr. Truong Giang Long, Deputy Director General of Building-up Force, President of the People’s Public Security Political Academy asked the PPA for implementing the following issues:
First, grasp thoroughly and implement seriously the contents of Resolution No.29-NQ/TW on comprehensive and basic reform of education and training; Education Development Strategy 2011-2020 of the Government; Project No.3 of the Ministry of Public Security on building the PPA to become the key education and training of the force and the State. These were the major policies and important legal bases, thus the Academy should closely follow the objectives, set out the plan and implement timely and ensuring quality.
Second, continue to renovate strongly and comprehensively the basic elements of education and training. The PPA need to improve the quality of training towards standardization of curriculum, materials, procedures of test and evaluating the education quality.
Third, identify the key tasks that built lecturers and education management officers; standardized the lecturers according to certain standards such as political quality, moral lifestyle and professional qualifications to meet the educational scale and mission of the PPA.
Fourth, increase the investment in facilities and equipment towards modern, synchronic to ensure the effective of teaching, learning, scientific research and other activities of lecturers, officers and students.
Fifth, actively integrate and improve the efficiency of international cooperation, especially expand the training cooperation with countries that have the advanced judiciary in the world.
