Within the framework of foreign affairs and international cooperation in 2018 of the People's Police Academy, implementing the Decision of the Minister of Public Security, the delegation of the PPA led by Lieutenant General, Prof. Dr. Nguyen Xuan Yem, visited and worked with The Malik Institute, Switzerland and the French National Institute for Advanced Studies in Security and Justice from March 12th to 19th, 2018.

At the meeting with the People’s Police Academy, Prof. Fredmund Malik, President of The Malik Institute, has reviewed the cooperation with Vietnamese partners, and he was especially impressed with the first and most successful cooperation program of the Institute with Hai Phong City. Since then, The Malik Institute has had many important activities in Vietnam such as: meeting with senior government leaders of Hanoi and Ho Chi Minh City; attending the Vietnam CEO Submit 2017; cooperating with the National Academy of Public Administration; now coordinating with the Department of Foreign Affairs and the People’s Police Academy to build a cooperative program with the Ministry of Public Security in training, improving leadership and management skills for leaders at all levels. Prof. Dr. Malik affirmed that meeting the delegation from the People's Police Academy and signing a Memorandum of Cooperation would be an important milestone for the two sides to carry out cooperative activities in the coming time.

President of The People’s Police Academy highly appreciated the cooperative activities of the Malik Institute and affirmed the meaning of the cooperation program between the Ministry of Public Security of Vietnam and The Malik Institute. In addition to the bilateral cooperation being under construction, the People's Police Academy proposed the Malik Institute to study more about the short-term training programs for leaders of the Ministry of Public. The two parties studied the possibility of implementing a joint scientific journal in the form of a modern management magazine, periodical publication with articles on management issues, systematic thinking, governmental development, economic development, security and order protection, crime prevention, national defense, etc. Those are in the world and in Asian countries, edited by a council of scientists of both parties. The Malik Institute appreciated this idea and said it would scrutinize to take proper form of implementation.
The delegation visited the training model of the French National Institute for Advanced Studies in Security and Justice
At the Institute for Advanced Study in Security and Justice (INHESJ) under the Office of the Prime Minister of the French Republic, the delegation of the People's Police Academy had a meeting with leaders of the Institute and related units. INHESJ was established in 1989 under the Ministry of Home Affairs; afterwards, it was transferred to the Office of the Prime Minister of the French Republic. The Institute is responsible for carrying out studies on security, order, judicial activities and issues relating to the management and development of the economy for both the private sector and the public administration; At the same time, the Institute has the function of organizing short-term specialized training programs for managers and leaders in the areas of security, justice, risk management, crisis, security, economic intelligence. In order to carry out its mission, the Institute has modern facilities located in the heart of Paris, a team of well-qualified scientists and publishers. In May 2008, the People’s Police Academy and INHESJ signed a Memorandum of Cooperation on the occasion of the 40th anniversary of the founding of the People’s Police Academy.

Mr. Frédéric Desaunettes, deputy director of INHESJ said one of the current priorities is to expand international relations, strengthening specialized research on security and justice based on the actual needs of the society and to extend the scope of the publication into the international community. The Institute highly appreciated the visit of the People’s Police Academy of Vietnam and hoped that the two parties would study and propose practical cooperation activities in the coming time. On behalf of the Vietnamese delegation, the head of the delegation expressed their thanks to the INHESJ for welcoming and working with the delegation, highly appreciating the results of the Institute's work in the past time. At the same time, he provided some general information about the People’s Police Academy and the training and scientific research of the school. The head of the delegation mentioned some ideas of cooperation between the two parties such as exchanging delegations, researching the possibility of publishing a joint scientific magazine. The articles will be on the subject of security and order protection, crime prevention in the world and in Asian countries, edited by a council of scientists of both parties. The leaders of INHESJ recognized and highly appreciated this idea and affirmed that they would study the implementation plan for exchange with the People’s Police Academy of Vietnam. After working, the delegation visited the facility and listened to the introduction of some training models of the INHESJ.

It can be said that in the context of deepening international integration, the expansion of international cooperation is necessary. The study of experience in scientific research and training in the field of security and law enforcement in developed countries in Europe will contribute positively to Southeast Asian countries in general and Vietnam in particular in the process of building and developing strong ASEAN blocks. In this trend, the result of foreign activities and international cooperation of the People’s Police Academy will continue to improve the capacity and quality, scientific research of the Public Security forces in general and of the police training institution in particular.
