This is a practical activity aimed at facilitating mutual assistance, strengthening cooperation in a comprehensive way between the two units. The signing is based on the principle of equal responsibility, rights and duties in the implementation of commitments, including: Cooperation in enrollment, training, guidance for PhD and MA, in the short term, focusing on a number of high-tech fields such as information technology, information security, bio-chemical and environmental technology; Promoting scientific research and implementing research results in practice, organizing scientific seminars, publishing in specialized journals and a number of other works.

Accordingly, the PPA will support the GUST in teaching law subjects; support in training Advanced and Intermediate political theory, training and testing driving skill for officers, teachers of the GUST; Sharing available data resources, which are not of the Confidential Category on Police Profession, in order to serve the scientific research and application deployment; Coordinating with officers and teachers of the GUST in training, teaching and assesing training programs and scientific research subjects in the priority fields of cooperation; Coordinating with the GUST in bringing the results of scientific research into practical implementation.

The Graduate University of Science and Technology will support and help the PPA in sharing digital resources; coordinating with officers and lecturers of the PPA to write scientific articles published in specialized journals of the Academy and scientific journals under ISI/SCOPUS database; Organizing for students of the PPA to visit and study at the GUST; practical reporting in the field of science and technology.

Based on the functions, duties and entitlements assigned, the PPA and the GUST pledged to cooperate, exchange and help each other in accordance with the capacity and conditions of each party on a voluntary basis, comply with the laws and regulations of the State, the Vietnam Academy of Science and Technology, Ministry of Public Security. The cooperation between the two units is carried out regularly according to the plan and adjusted to suit the requirements and tasks from time to time, under the direct leadership of President of the PPA, Director of the GUST. The two units are equal in terms of responsibilities, rights and duties to implement the commitments, build close relationship and help each other.

Speaking at the ceremony, Prof. Dr. Phan Ngoc Minh highly appreciated the agreement between the PPA and the GUST. He pointed out that the PPA and the GUST have great potential for development in the cooperative relationship. This cooperation agreement is the premise, the legal basis for the long-term cooperation between the two units.

At the ceremony, Lt. Gen, Prof. Dr. Nguyen Xuan Yem, President of the Academy affirmed that the cooperation between the two units will develop, stick together and bring in practical effects. The President also shared, in the coming time, two units would quickly concretize the signed contents.
