New contributions of the thesis:

This thesis is researched deeeply, comprehensively and systematically on propagandizing the Road trafic law in Vietnam according to the functions of the Traffic police force with the following new points:

1. The thesis contributed to clarifying, supplying and perfecting some theoretical issues of propaganda activities of the Road trafic law such as: build the concepts: Law on road traffic, law propaganda, propaganda on the Road traffic law; Characteristics, roles, purposes, subjects, fundamental requirements of the propaganda activities of the Road trafic law; Research to clarify the sequence of propaganda on the Road trafic law; Contents and methods of propaganda on the Road trafic law of the Traffic police force; Assignment, decentralization and coordination relationships of the Traffic police force in propagandizing the Road trafic law.

2. The thesis researched, analyzed, clarified the current status of propaganda on the Road trafic law in Vietnam of the Traffic police force; clearly identified the advantages, limitations, shortcomings, dificulties in propagandizing the Road trafic law in Vietnam according to the functions of the Traffic police force at present and explained the causes of these shortcomings.

3. On the basis of real surveys, the thesis predicted about the situation related to the propagada on the Road traffic law, the thesis built six solutions to enhance the effectivity of propaganda activities on the Road trafic law in Vietnam according to the functions of the Traffic police force in the near future. At the same time, the thesis raised three proposals to the State, Ministries and functional agencies in managing the traffic order and safety, together with the Public Security force, the Traffic police force propagandizing effective the Road trafic law; contributed to raising the awareness of obeying the law of the traffic participants, building the traffic culture in Vietnam.
