New contributions of the thesis:

The thesis is the first systematic and comprehensive scientific study on  activities on preventing crime using computer networks, telecommunication networks, Internet or digital devices for appropriation of property under the function of the high-tech crime prevention police force. On the basis of inheriting some involved researches, the thesis has added some new contents  as:

1. The thesis has gathered and built a system of scientific arguments about the concept of crime using computer networks, telecommunications networks,   Internet or digital devices for appropriation of property; concepts and characteristics of activities on preventing crime using computer networks, telecommunication networks, Internet or digital devices for appropriation of property of the high-tech crime prevention police force. The thesis  also indicates purpose, request, content, methods and coordinative relations in  prevention of crime using computer networks, telecommunication networks, the Internet or digital devices for appropriation of property.

2. Surveying and analyzing the characteristics of criminology of crime using computer networks, telecommunication networks, Internet or digital devices for appropriation of property; reality of structure, organization, reality of activities of preventing crime using computer networks, telecommunication networks, the Internet or digital devices for appropriation of property. Basing on research, real surveys, the thesis also indicates remarks and assessment of the reached and unreached issues when conducting the activities of preventing this crime and the causes of limitations and shortcomings.

3. On the basis of real surveys, the thesis also gives some forecasts about the situations relating to the crime using computer networks, telecommunication networks, Internet or digital devices for appropriation of property, and prevention activities in function of high-tech crime prevention police force. Especially the  thesis builds a system of professional solutions and technical solutions for detecting, preventing effectively the crime using computer networks, telecommunication networks, Internet or or digital devices for appropriation of property.
